On the sidelines of the spring session of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg, a roundtable titled “Democratic Reforms – A Foundation for Stability and Prosperity” was held, dedicated to the implementation of democratic reforms in Kazakhstan.

The Kazakh delegation was represented by the Chairwoman of the Constitutional Court of Kazakhstan, Elvira Azimova, Deputy Chairwoman of the Senate of the Parliament of Kazakhstan, Olga Perepechina, and members of the Assembly of the People of Kazakhstan from the Almaty region.

The event was attended by members of PACE, the Council of Europe’s Program Department, and two bodies of the Council of Europe in which Kazakhstan holds full membership: the Venice Commission and the Group of States against Corruption (GRECO).

Participants discussed the implementation of President Tokayev’s initiatives aimed at rebooting Kazakhstan’s political system, strengthening national human rights mechanisms, increasing accountability in public administration, and Kazakhstan’s efforts to accede to relevant Council of Europe conventions in the area of judicial and criminal cooperation.

In her speech, Elvira Azimova highlighted the process of strengthening the rule of the Constitution, the development of constitutional oversight, and the role of the judiciary in protecting human rights and freedoms in Kazakhstan: “Constitutional review is an essential mechanism ensuring the rule of law, stability, and coherence of the system of public governance,” she noted.

Representatives of the Council of Europe and PACE expressed their satisfaction with Kazakhstan’s strong cooperation with the Council of Europe’s institutions, recognizing Kazakhstan as a key partner in the region.
