In 2025-2027, the Diploma to the Countryside program will continue to be actively implemented in Kazakhstan, playing a key role in providing rural areas with qualified personnel.
As part of the implementation of the Roadmap of the election program of the AMANAT party — «Halykpen Birge!» for 2023-2027, 25 billion tenge is provided for the provision of budget loans to specialists sent to rural areas in 2025. This will provide housing for about 2,8 thousand specialists.
The state project «With a diploma to the village» has been implemented since 2009 and is aimed at solving the problem of personnel shortage in rural regions of the country. The main goal is to attract and consolidate qualified specialists in the fields of healthcare, education, social protection, culture, sports, the agro—industrial complex, as well as in local government bodies.
Project participants are provided with social support measures:
one-time lifting allowance of 100 MCI;
budget loans for the purchase or construction of housing — up to 2 500 MCI in district centers and up to 2 000 MCI in other rural settlements.
Loans are granted for a period of up to 15 years. A prerequisite for participation is to work in rural areas for at least three years.
Since April 1, 2023, JSC «Otbasy Bank» has been acting as the project implementation agent. In order to digitalize, the entire process of applying for and receiving loans is fully automated on the Baspana Market platform — otbasybank.kz/programm-bank.
Project implementation results for 2009-2024:
More than 114 thousand specialists received lifting allowance in the amount of 23,6 billion tenge;
Over 52 thousand specialists used budget loans in the amount of 189,5 billion tenge.
The structure of recipients of a one-time lifting allowance:
Specialists in the field of education — 78 thousand people (68,3%);
Healthcare workers — 24,4 thousand people (21,4%);
Employees of culture, sports and social protection — 6.9 thousand people (6%);
Agricultural specialists — 4 thousand people (3,5%);
Civil servants of rural district akims — about 900 people (0,8%).
The structure of recipients of housing loans:
Education specialists — 35,1 thousand people (67,1%);
Healthcare professionals — 11,6 thousand people (22,2%);
Cultural, sports and social protection workers — 3,4 thousand people (6,4%);
Agricultural specialists — 1,9 thousand people (3,6%);
Civil servants of rural district akims — more than 360 people (0,7%).
