In 2025, 3,203 ethnic Kazakhs joined their historical homeland and received blood status. Since 1991, more than 1 million 151 thousand ethnic Kazakhs have returned to the republic. Half (48.1%) of the immigrants who came to Kazakhstan from the beginning of the year are from China, 39.5% - from Uzbekistan, 5.8% - from Turkmenistan, 2.5% - from Mongolia, 1.9% - from Russia and 2.2% from other countries, according to the Ministry of Labor and Social Protection of the Republic of Kazakhstan.
As of April 1 of this year, the number of ethnic migrants of working age is 60.7%, able to work 31.1% are under age and 8.2% are pensioners.
Among working-age relatives, 17.9% have higher education, 27.8% have secondary professional education, 52.9% have general secondary education, and 1.4% have no education.
Emigrated ethnic Kazakhs settled in different regions of the republic.
So Together, the following labor shortage regions were identified for resettlement: Akmola, Abay, Kostanay, Pavlodar, Atyrau, West, East and North Kazakhstan regions.
The quota for receiving resettlement for 2025 in the resettlement regions is 2,309 people. As of April 1, 2025, 642 relatives have moved to the resettlement regions.
State support measures in the form of relocation subsidies are offered to relatives settled in the above-mentioned regions - in the amount of 70 MEC (275.2 thousand tenge) for the head of the family and each family member at the same time; to rent a house and pay for communal services - in the amount of 15 to 30 MCI (from 59 to 118 thousand tenge) during one year. In particular, 94 people were employed permanently.
In addition, in order to increase the efficiency of voluntary relocation, institutional measures were taken to support employers involved in the relocation of citizens to the northern regions. An economic mobility certificate was introduced for the purchase, construction or part of the down payment on mortgage housing loans in the amount of 50% of the housing cost or up to 4.56 million tenge per family.
