In order to implement the state policy to stimulate entrepreneurial activity and ensure business access to financing, the Ministry of National Economy of the Republic of Kazakhstan, together with the «Damu» Entrepreneurship Development Fund, has supported 4 898 projects totaling 586 billion tenge since the beginning of 2025.

As previously reported, in April of this year, the work of Guarantee Funds began on the basis of the «Damu» Fund. The first of them is aimed at supporting small and medium–sized businesses with financing up to 7 billion tenge, the second is for large projects with a volume of over 7 billion tenge.

As of today, agreements have been concluded with 8 banks. The first contribution to the Guarantee Fund was made by Freedom Bank in the amount of 537 million tenge. At the same time, Halyk Bank, ForteBank and Bank CenterCredit confirmed their intention to contribute 2 billion, 1,8 billion and 1,6 billion tenge, respectively.

Since the launch of the Guarantee Fund for SMEs, 230 projects have already been supported for a total amount of loans of 27,7 billion tenge, while the amount of guarantees provided amounted to 13,9 billion tenge. More than 70% of the projects are aimed at investment purposes, including the launch of new production facilities, the purchase of equipment and construction. The largest number of supported applications is in the manufacturing industry – about 40%. There is also a high level of demand in the fields of transport and logistics, healthcare and education.

In total, since the beginning of 2025, the «Damu» Fund has supported 2 017 projects totaling 256 billion tenge, with a total amount of guarantees of 178 billion tenge.

As part of the transition from the interest rate subsidy mechanism to concessional lending to SMEs, in 2025 it is planned to increase the volume of financing in this direction to 750 billion tenge, which is almost three times higher than in 2024. It is also expected to launch a new program providing a 12,6% annual interest rate for final borrowers. The program focuses on financing projects in priority sectors of the economy, such as manufacturing, tourism, education, healthcare, transport and logistics.

As of today, 755 projects worth 53 billion tenge have been supported under existing concessional lending programs.

At the same time, the mechanism of subsidizing part of the remuneration rate for micro and small businesses for loans of up to 200 million tenge remains in place. This approach will help small businesses operating in priority sectors of the economy.

As of today, 2 126 projects totaling 276 billion tenge have received support under the remuneration rate subsidy instrument. The main part of the funds was allocated to support within the framework of a Single comprehensive program for priority sectors: manufacturing - 595 projects worth a loan portfolio of 90,8 billion tenge, Transport and warehousing - 576 projects worth a loan portfolio of 52,8 billion tenge and education - 158 projects worth a loan portfolio of 28,5 billion tenge.
