Verdict Delivered in the Capital on the Embezzlement of 8.5 Billion Tenge During Wind Power Plant Construction.

A verdict has been delivered in the capital against former Maslikhat deputy A. Belentseva and D. Mergenbayev for large-scale embezzlement.
The investigation was conducted by the Financial Monitoring Agency’s Department for Astana.
In 2020, following procurement procedures, the convicted individuals, on behalf of LLP “Olimp Trans Service,” signed a contract to construct a wind power plant in the Yereymentau district for a total of 23.2 billion tenge.
By issuing fictitious contracts, they transferred funds to affiliated companies’ accounts, followed by cash withdrawals.
The damage caused amounted to over 8.5 billion tenge.
By court order, assets worth 13 billion tenge — including a plant, a recreation base, special equipment, and vehicles — have been seized.
By the court's verdict, Belentseva was found guilty and sentenced to 8 years and 6 months of imprisonment. Mergenbayev was sentenced to 6 years and 8 months of imprisonment.
In addition, the court upheld a civil claim for 8.5 billion tenge.
The seizure of assets will remain in place until the civil claim is resolved.
The verdict has not yet entered into legal force.
