Ambassador of Kazakhstan Speaks at the Congress of Municipalities and Cities of Brazil

Brasilia, May 21, 2025 — At the invitation of the National Confederation of Municipalities of Brazil (CNM) and the Brazilian Climate Institute VBH, the Ambassador of Kazakhstan, Bolat Nussupov, participated as an honorary guest in the panel session “The Road to COP30” during the 26th Congress of Municipalities of Brazil “MARCHA-XXVI.” The session featured the participation of Brazil’s Minister of Environment Marina Silva, Minister of Integration and Regional Development Waldez Goes, and CNM President Paulo Ziulkoski.

In his address, the Ambassador noted that Kazakhstan is currently implementing numerous projects and government programs aimed at combating the effects of climate change and protecting the environment. In particular, in 2023 Kazakhstan updated its Nationally Determined Contributions (NDCs), incorporating climate change adaptation measures in line with its international commitments under the Paris Agreement.

In this context, the Kazakh diplomat referred to the Water Partnership Initiative being implemented by the Government of Kazakhstan in cooperation with the United Nations Program. This initiative is aimed at enhancing climate resilience and water resource management through institutional strengthening and regional cooperation.

The Ambassador also informed the participants about the announcement made by the President of Kazakhstan, Kassym-Jomart Tokayev, during the 78th United Nations General Assembly regarding the hosting of the UN Regional Climate Summit in Kazakhstan in 2026. This event is expected to help unite the international community’s efforts in the fight against climate change.

The event was organized by CNM and traditionally brings together around one thousand participants, including state governors, city and municipal mayors from across Brazil, secretaries of state governments, and municipal administrators. The Congress is taking place from May 19 to 22 this year, and addresses topics such as federalization, parliamentarism, public security, ecology, healthcare, and education.

This year, the Congress is placing particular emphasis on climate change mitigation and addressing regional environmental issues in the context of Brazil’s presidency of the COP30 international climate conference, which will be held in Belém this November.
