From May 13 to 15, 2025, a three-day seminar was held at the Anti-Corruption Agency of the Republic of Kazakhstan in Astana, featuring German experts and organized with the support of the German Foundation for International Legal Cooperation.

Participants included representatives from the Anti-Corruption Agency, the General Prosecutor’s Office, the Financial Monitoring Agency, the Ministry of Internal Affairs and the Law Enforcement Academy under the General Prosecutor’s Office.

The German side was represented by Wolf-Tilman Baumert, Head of the Department for the Investigation of Economic Crimes at the Wuppertal Prosecutor's Office in the federal state of North Rhine–Westphalia and Markus Menzel Prosecutor from the Anti-Corruption Division.

During the seminar, the German experts presented a comprehensive and multi-level approach to preventing corruption in Germany, covering federal, regional and municipal levels.

Special focus was given to criminal prosecution, prevention of conflicts of interest, lifting of immunity, combating trading in influence, oversight of non-material benefits, bribery of officials and the prevention of promising or offering bribes.

Participants also discussed avenues for harmonizing Kazakhstan’s anti-corruption legislation with international standards, including recommendations from the OECD, GRECO and the UN Convention against Corruption.

At the end of the event, the Agency expressed gratitude to the German Foundation for International Legal Cooperation for its support in organizing the seminar and to the German colleagues for their valuable practical input.

Kazakhstan intends to continue developing a constructive partnership with Germany based on the principles of transparency, rule of law and integrity in public service.

The knowledge gained will serve as a foundation for future initiatives, joint research and educational programs, making this seminar a significant step in strengthening international cooperation in anti-corruption efforts.
