EEU rolls out new rules for cross-border online shopping: What buyers need to know

💠In December 2023, the heads of the Eurasian Economic Union (EEU) member states signed a Protocol amending the Treaty on the EEU Customs Code. These amendments are designed to comprehensively regulate cross-border electronic commerce and will come into force upon the completion of ratification procedures in all member states of the Union.
What changed for buyers:
A new category of goods, "electronic commerce goods," will be established for items purchased by individuals on foreign internet sites.
E-commerce operator introduced: A new institution of an e-commerce operator will be established. This will be a legal entity, registered in a special register, authorized to declare such goods on behalf of individuals.
New customs declaration: A new type of customs declaration will be introduced specifically for e-commerce goods.
Uniform customs rate: For e-commerce goods, an uniform customs rate of 5% of the value of the goods will be established. At the same time, those goods which value does not exceed the duty-free rate of 200 euros won’t be subject to such a duty.
💠Two delivery methods:
Direct delivery: Goods are delivered by an e-commerce operator directly from a foreign seller to a buyer.
Through the warehouse of the operator "bonded warehouse": The sale of goods from the warehouse of the e-commerce operator to the buyer's country, making it possible to speed up delivery after placing an order.
In turn, to exercise its powers, the Eurasian Economic Commission is adopting relevant acts that will enter into force simultaneously with the amendments to the Treaty on the Customs Code of the EEU.
At the same time, the Protocol on amendments and additions to the Treaty on the Customs Code of the EEU, along with the Commission's acts, will enter into force once all EEU member states have completed their internal ratification procedures for this Protocol.
