Key results of the financial statement audit for 2024 and the implementation of digital technologies

In 2024, the Internal State Audit Committee conducted a financial statement audit of 15 administrators of republican budget programs, during which financial misstatements totaling 126.1 billion tenge were prevented.
The results of the audit activities indicate the systemic nature of the identified violations, including: incorrect classification of assets, miscalculation of depreciation, lack of planned inventories, unjustified asset write-offs, and the failure to account for receivables and payables.
To minimize these factors, a key solution is seen in the full digitalization of accounting operations and the establishment of unified technical accounting standards.
In this regard, a pilot project titled “Unified Information System for Accounting in Public Institutions” (hereinafter – Cloud-Based Accounting) is being implemented.
The ultimate goal of the project is to introduce cloud-based accounting on a unified electronic platform, which will eliminate potential manipulation of accounting records and enable real-time remote monitoring of accounting operations. This will reduce risks and the audit burden on public sector entities.
In the long term, the use of Cloud-Based Accounting will expand the coverage of consolidated financial statement audits, ultimately improving the quality of auditors’ expressed opinions.
As part of the monitoring process, notifications will be sent to audited entities in the event that violations or errors are detected, allowing for their voluntary and independent correction.
In addition, the implementation of format-logical controls in the accounting information system is planned, which will prevent various types of errors and discrepancies. Risk-based indicators will also be developed to automatically generate such notifications.
Upon completion of the financial statement audit, an audit opinion will be issued on the reliability of the financial statements, taking into account the monitoring results.
