Council of Europe Discusses Cybercrime Countermeasures

Strasbourg, June 2-3, 2025 – The 32nd Plenary Session of the Committee on the Convention on Cybercrime was held. Representatives of the Prosecutor General’s Office and the National Security Committee of Kazakhstan participated in the event.

During the Plenary Session, it was emphasized that in the context of current global challenges – such as threats to peace, security, democracy, justice, and human rights – cooperation under the Convention is more relevant than ever.

Participants shared information on national initiatives and experiences in combating cybercrime. A significant increase in the use of the Convention's tools for investigations, prosecutions, and international cooperation was noted.

During the discussions, it was highlighted that criminal legislation provisions, including those related to cybercrime, which restrict freedom of expression, must comply with human rights standards and the rule of law.

The Kazakhstan delegation, in turn, informed European experts about Kazakhstan's experience and ongoing cooperation with the Council of Europe in combating cybercrime.
