Life and health are in the spotlight: the region is stepping up medical reforms

Kostanay region is actively implementing large-scale reforms in the healthcare sector aimed at improving the availability and quality of medical care. All initiatives are being implemented in accordance with the instructions of the President of the Republic of Kazakhstan and cover key areas: from infrastructure modernization and digitalization to personnel strengthening.
New infrastructure — closer to the patient
There are 450 public and 22 private medical institutions in the region. Today, Kostanay region is entering an active phase of transformation of the medical system, focused on practical results.
One of the significant projects will be the opening of a new polyclinic No. 6 in the Yubileyny microdistrict of Kostanay. The facility was built at the expense of private investments in the amount of 5 billion tenge and is designed to serve over 30 thousand people. This will significantly relieve the burden on existing institutions and increase the availability of primary health care.
Major repairs of the maternity hospital of Arkalyk regional hospital are being completed as part of the national project "Modernization of rural healthcare". The project cost is 1.2 billion tenge. In addition, more than 1 billion tenge was allocated for the reconstruction of a polyclinic in the city of Zhitikara, with a total area of more than 5,300 square meters.
Modern equipment is the basis of diagnosis and treatment
By the end of this year, medical institutions in the region will receive new equipment worth 7.2 billion tenge. The list includes:

sanitary vehicles,
anesthesia and respiratory equipment,
ventilators,
inpatient ultrasound of expert class,
video endoscopic and X-ray equipment,
angiographic installations and other high-tech systems.
These purchases will significantly expand the diagnostic and therapeutic capabilities of healthcare institutions.
Human resources decide everything: support and involvement of specialists
The region's healthcare system employs over 14,000 medical workers, including
1,855 doctors
and 5,741 mid-level specialists.,
2,641 representatives of junior medical staff,
3,560 other employees.
In 2025, the region was replenished with 57 doctors and 137 secondary specialists. Lifting payments and additional support measures are provided to attract young professionals.

Digitalization is a step into the future
Medical institutions are switching to digital solutions: electronic outpatient cards, temporary disability sheets, automated accounting systems, and telemedicine consultations are being introduced. This is especially true in remote areas where face-to-face admission is limited.
Special attention is paid to the Social Wallet project in the eGov Mobile application. Through it, patients receive free medicines with electronic prescriptions. Since the beginning of the implementation, over 330 thousand prescriptions have been written, of which about 76% are using a QR code.

The patient is at the center of the system
The reforms are aimed at introducing the principle of patient-centricity: reducing queues, improving communication between doctors and patients, and increasing trust in the system. Citizens' satisfaction surveys are regularly conducted, on the basis of which management decisions are made. A patient support service is available for feedback.
Kostanay region demonstrates a systematic and sustainable approach to healthcare reform. The main pillars are investments, modern technologies and human capital. The main goal is to make medical care truly affordable, high—quality and modern for every resident of the region.
