Officials of the Department of State Revenue for the East Kazakhstan region, on May 8, 2025, during customs control at the Maykapchagai customs post, a case of export of foreign currency without declaring funds was recorded.
When crossing the customs border, a citizen of the People's Republic of China traveling from the Republic of Kazakhstan to the People's Republic of China had undeclared funds (foreign currency) in the amount equivalent to 20,000 thousand US dollars, 8,000 euros, 9 250 rubles.
According to the current legislation of the Republic of Kazakhstan, individuals can export currency without a written declaration, if its amount does not exceed the equivalent of 10,000 US dollars at the exchange rate on the day of filing the declaration. In this case, the amount exceeded the established limit, which led to the offense. In accordance with Part 3 of Article 551 of the Code of Administrative Offences of the Republic of Kazakhstan, a fine of 25% of the undeclared amount is provided for non-compliance with customs legislation, with confiscation of undeclared or unreliably declared funds and monetary instruments.
In this case, a Chinese citizen was brought to administrative responsibility with a fine of 2,466,274 tenge, and the amount of 19,174.15 US dollars was confiscated in favor of the state. At the same time, currently, in order to protect the national interests of the Republic of Kazakhstan and ensure the financial stability of the Republic of Kazakhstan, Decree of the President of the Republic of Kazakhstan dated 03/14/2022 No. 830 "On measures to ensure the financial stability of the Republic of Kazakhstan" has introduced a ban on exports from the territory of the Republic of Kazakhstan: - foreign currency in cash and (or) monetary instruments in foreign currency in an amount exceeding the equivalent of 10,000 (ten thousand) US dollars and calculated at the exchange rate of the National Bank of the Republic of Kazakhstan established on the date of export; - gold bars of refined gold of 5, 10, 20, 50 and 100 grams, issued by the National Bank of the Republic of Kazakhstan, as well as refined gold over 100 grams.
