As part of his visit to the Mangystau Region, Deputy Chairman of the Committee of the Penal Correction System of the Ministry of Internal Affairs of the Republic of Kazakhstan, Justice Colonel Zhanibek Baimaganbetov, together with the head of the regional Department of the Penal Correction System, Justice Colonel Altynbek Kaliyev, visited Facility No. 43 (settlement colony) and Facility No. 77 (pre-trial detention center).

During the visit, they inspected the institutions' technical infrastructure, duty units, video surveillance operator stations, and the functioning of electronic terminals used for receiving complaints and requests.

The primary focus was on technical equipment, the level of digitalization, and ensuring public order and legal compliance within the facilities.

A pilot project is currently being implemented at Facility No. 77, where special devices have been installed to completely block mobile signals throughout the pre-trial detention center building.

In connection with this, a meeting was held with representatives of mobile communication providers — “Kar-Tel” LLP (Beeline brand), “Kcell” JSC (Activ), and “Tele2”. The discussion centered around the technical and organizational aspects of signal blocking and potential areas of cooperation between correctional institutions and telecom operators.

Following the inspection, Zhanibek Sagyndykuly visited the historical museum of the Department and familiarized himself with the exhibits.

He then conducted a working meeting with the department’s staff, where he conveyed the instructions of the Minister of Internal Affairs and his deputy. During the meeting, specific tasks were assigned and priority areas for the upcoming period were outlined.
