On June 24, a meeting of the akimat was held under the chairmanship of the regional akim Kumar Aksakalov, dedicated to the results of the construction industry development for the first five months of the current year. As was announced during the meeting, on the instructions of the Head of State, a systemic policy is being implemented in the region to increase the volume of housing construction, improve the quality of the urban and rural environment, develop infrastructure and expand access to housing for the population.

The volume of construction work has increased by 70%

The head of the construction, architecture and urban development department Didar Tleubayev made a report on the main issue. According to him, over two years, the volume of construction and installation work in the region has increased by 70% - from 187 billion tenge in 2022 to 315 billion tenge in 2024. The region's share in the national volume increased from 3.8% to 4.6%.

For 2025, the planned figure is 406.8 billion tenge. In the first five months, 75.5 billion tenge has already been spent, which is 157.8% of the same period last year.

At the same time, a lag is observed in a number of districts. Thus, in the Auliekol district, the real volume index for the five months was 10.4%. Less active rates were also recorded in the Mendykarinsky district.

Housing construction: dynamics persist

As Tleubayev reported, according to the results of five months, 179.5 thousand square meters of housing were commissioned - this is 1,810 apartments, including 1,625 in the commercial sector and 185 in the individual housing construction sector. The cities of Kostanay, Rudny and Kostanay district are in the lead. They account for 92.4% of the total volume.

- To fulfill the annual plan (500 thousand square meters), 47 multi-storey buildings with an area of ​​376 thousand square meters need to be commissioned. m and 124 individual houses, — he noted.

Microdistricts "Astana" and "Baiterek": the future begins here

The agglomeration of Kostanay is expanding due to new microdistricts. As the head of the department reported, 10 multi-storey buildings have already been built in the microdistricts "Astana" and "Baiterek", another 13 are in progress. In general, the project provides for the construction of more than 150 houses with infrastructure: schools, kindergartens, shops, a hospital, a sports complex and park areas.

During the meeting, the Akim of the region emphasized the quality of the environment:

— When building houses, special attention must be paid to the improvement of the territory. Playgrounds and sports grounds must be made only of high-quality materials. All structures must be securely installed. I personally visit construction sites and ask all akims to monitor this. Public control is the most effective form, — Kumar Aksakalov emphasized.

Social facilities: focus on the village and youth

Aksakalov emphasized that housing is not only walls, but also living conditions:

— Housing is a person's support. Construction should continue both in the city and in the village. The state creates all the conditions for people to be able to buy housing. This is our direct responsibility.

He noted that two comfortable schools were built in Kostanay this year, and another one in the Zhangeldinsky district. The construction of a clinic in the Kostanay district, health complexes in the Sarykolsky and Auliekolsky districts, hockey rinks in the Mendykarinsky and Kamystinsky districts has been completed.

Kindergartens have been opened in Kostanay and Auliekol, a children's center in Tobyl, and sports school No. 1 in the regional center. By the end of the year, another 15 facilities will be completed in rural areas, and two new schools will open in Rudny and Kushmurun.

Engineering networks and building materials

8.7 billion tenge have been allocated to provide new areas with engineering infrastructure. Work is underway in the Kunai, Bereke, Astana and Baiterek microdistricts.

Didar Tleubayev reported that there are 72 enterprises producing building materials in the region, but for a number of items, dependence on external supplies remains.

— Five more production facilities are planned to be launched this year, including reinforced concrete products, aerated concrete, mortars and woodworking. The volume of building materials production over five months amounted to 18.5 billion tenge — 9.8% more than a year ago, — he noted.

Waste recycling is task No. 1

The regional akim specifically focused on the issue of construction waste:

— As construction volumes increase, waste also grows. It is necessary to develop recycling. A corresponding enterprise is already operating in Rudny, but the capacity is insufficient. This issue should be monitored.

New format for recording those in need of housing: Otbasy Bank experience

Asel Askarova, director of the regional branch, spoke about the transformation of Otbasy Bank. She said that since May 24, the bank has been granted the status of a national development institute and centrally maintains an electronic queue for housing through the portal orken.otbasybank.kz.

— We no longer divide people into categories. The main thing is that there is no housing on the right of ownership for the last five years or it is recognized as emergency. As of May 30, 149,045 applications have been registered throughout the country. This is a real, transparent database of those in need, — Askarova said.
