T.Ospankulov informed about the improvement of the work of the medical and social expertise service

Tolegen Ospankulov, Chairman of the Committee for Regulation and Control in the Field of Social Protection of the Population of the Ministry of Labor and Social Protection of the Republic of Kazakhstan, spoke at a briefing in the Central Communications Service under the President of the Republic of Kazakhstan about the current changes in the medical and social expertise service and the measures taken to improve the quality of services provided.

According to him, the Ministry of Labor is currently carrying out large-scale work to transform approaches to disability identification.

"At the center of this reform is the introduction of a proactive correspondence format for the ITU. The point is to make the process of assigning a disability group as easy as possible for citizens – to make it accessible, convenient, expeditious, and most importantly, objective and fair," Tolegen Ospankulov emphasized.

The new format allows citizens not to undergo an in-person examination for certain diagnoses (30 nosological forms), provided there is complete and reliable medical information transmitted digitally by a medical organization.

The correspondence format is being implemented not only as part of digitalization, but also as a response to systemic problems in the ITU service, such as staff shortages in remote regions, high expert workload and the need to reduce bureaucratic barriers. It allows you to redistribute the workload between regions through the work of extraterritorial experts.

"The reform is aimed at increasing public confidence in the ITU service and the social protection system as a whole, reducing corruption risks and creating a truly customer–oriented model for disability," the speaker added.

By the end of 2024, the share of disability group assignment services provided in a proactive correspondence format amounted to 37.4% (96.9 thousand applications), with a target of 35%. As of July 1, 2025, this figure reached 39.3% (51.8 thousand applications).
