Algorithm for implementing a pilot project to provide the service "Providing commodity gas vouchers to recipients of state targeted social assistance and (or) housing assistance"

Since July 1, 2025, the Ministry of Energy of the Republic of Kazakhstan has launched a pilot project to provide commodity gas vouchers to recipients of targeted social assistance (TSA) and housing assistance (HA) through the eGov portal.

The project aims to support vulnerable segments of the population in the face of rising commodity gas prices. The introduction of an automated system for calculating benefits through the Social Wallet service will eliminate the need for manual data verification and reduce the risk of errors, ensuring that assistance is provided without additional paperwork, and significantly expanding the scope of support.

The commodity gas voucher is a tool for providing non-monetary government support measures through the Social Wallet service, which is provided digitally.

The voucher is activated by the recipient of housing assistance (ASP) on a monthly basis, from the 7th to the 25th of the current month. The voucher will not be available for activation after the 25th of the current month.

On the 7th of each month, an SMS message is sent to the subscriber's cellular device of the recipient of housing assistance (RHA), initiating a request to obtain their consent to the provision of the voucher.

If the recipient of housing assistance (RHA) does not respond to the SMS message within 7 calendar days, a second SMS message is sent. If the recipient of housing assistance (HRA) does not respond by the 25th of the current month, or if the recipient of housing assistance (HRA) refuses to provide a voucher, the voucher cannot be activated in the current month.
