On April 2026, a meeting of the district maslikhat's standing committee on social policy, public education, healthcare, culture, historical heritage protection, and youth affairs was held, chaired by A.U. Tishbaeva. The deputies considered the issue of "Implementing the 'With a Diploma to the Village' program to provide social support measures in the form of a budget loan and a relocation allowance for the reporting period and plans for 2026."

The deputies heard and discussed the report of N.V. Timashova, head of the Mendykarinsky District Department of Economics and Budget Planning. The "With a Diploma to the Village" program has been implemented since 2009. Its main goal is to address the labor shortage in rural areas. Under this state project, young professionals are provided with a starting allowance of 100 MCI and social support in the form of a budget loan for the purchase or construction of housing. In rural settlements that are district administrative centers, the amount is no more than 2,500 MCI (two thousand five hundred times the monthly calculation index), and in rural settlements, no more than 2,000 MCI (two thousand times the monthly calculation index).

The commission recommended that the Department of Economics and Budget Planning of the Mendykara District increase the number of services provided for the payment of starting allowances and budget loans to professionals.

The deputies adopted a corresponding resolution on these issues.
