Results of the pilot project "Salyq cashback" and other measures to encourage receipt of fiscal receipts
In order to increase civic engagement, form a legal culture in matters of consumer protection of goods, works and services, as well as reduce the share of the shadow economy, the State Revenue Committee has been implementing the pilot project "Salyq Cashback" since March 15, 2025.
The project is aimed at encouraging citizens to receive fiscal receipts issued by cash registers (KKM) by micro and small businesses by providing a monetary reward in the amount of 2% of the purchase amount.
Anyone can take part in the Salyq Cashback project. To do this, it is necessary to receive a fiscal receipt when paying for goods and services, scan the barcode from the receipt in a special mobile application "Amian".
The funds received can be transferred to a bank card or credited to a mobile phone balance.
According to the results of the first stage, conducted in 2024 in the city of Semey in the Abai region and the Akkol district of the Akmola region, positive trends were recorded: the number of checks received increased by 2 times, and the total amount on them increased by 32% compared to the second half of 2023.
In 2025, the project is being implemented in stages and covers 46 districts in 10 regions of the Republic of Kazakhstan.: East Kazakhstan, Kostanay, Akmola, Karaganda, Mangystau, Zhambyl, Turkestan, Almaty, West Kazakhstan and North Kazakhstan regions.
The city of Taldykorgan (Zhetysu region) is expected to be connected in the near future.
Terms and territories of the project implementation:
1. From March 15, 2025:
Ust-Kamenogorsk (East Kazakhstan region);
Zhetikarinsky district (Kostanay region);
Zhaksynsky, Arshalysky and Astrakhan districts (Akmola region);
2. From April 15, 2025:
Shal Akynsky, Ayyrtau, Tayynshinsky, G. Musrepov and Zhambyl districts (North Kazakhstan region);
Yesilsky district (Akmola region);
Burlinsky district (West Kazakhstan region);
the city of Karaganda (Karaganda region);
3. From May 15, 2025:
Turkestan (Turkestan region);
Birzhan Sal and Tselinograd districts (Akmola region);
4. From June 1, 2025:
districts named after T. Ryskulov, Shu, Zhualy, Merke, Talas, Kordai, Sarysu, Baizak (Zhambyl region);
Temirtau city (Karaganda region);
Akkol, Atbasarsky, Sandyktau, Yerementau, Egindykolsky, Korgalzhinsky, Bulandinsky, Shortandinsky, Zharkainsky, Zerendinsky, Burabaysky districts, as well as the cities of Stepnogorsk, Kokshetau, Kosshy (Akmola region);
5. Starting from June 15, 2025:
Zhambyl and Moyinkum districts (Zhambyl region);
Tolebiysky district (Turkestan region);
Balkhash city (Karaganda region);
Munailinsky and Karakiyansky districts (Mangystau region);
6. From July 15, 2025:
Konaev (Almaty region).
Additional conditions:
The receipt must be received no later than 24 hours before the scan;
The maximum amount of cashback is up to 20,000 tenge per month.
Project implementation results:
As of July 2025, 12,378 citizens received cashback for a total amount of more than 62.6 million tenge.
In addition, in the territories where the pilot project was implemented, an increase in the number of checks issued was recorded by 13%, and the amount of these checks increased by 18%, which indicates the positive impact of incentive measures.
In addition, the Committee has implemented the following measures throughout the country to encourage the receipt of fiscal checks using the Amian mobile application:

Period: from January 17 to December 31, 2025.
Every citizen who receives a fiscal check automatically participates in the drawing of cash and other valuable prizes.
Results:
more than 60,000 winners received cash prizes worth 45 million tenge;
74 certificates for household appliances from the Mechta network were awarded.
2. Baige promotion
Period: from May 1 to December 31, 2025.
A reward of 100,000 tenge is awarded to citizens who have registered the largest number of checks in the Amian mobile application.
According to the results of each quarter, one winner from each region is determined (a total of 20 winners — one from each region and city of national significance), who scanned the largest number of receipts.
Stages of summing up the results:
1st stage: April 1 – June 30
Stage 2: July 1 – September 30
Stage 3: October 1 – December 31
Results:
20 winners (one from each region and city of republican significance) were awarded cash prizes in the amount of 100,000 tenge and other valuable prizes.
3. Joint action with Halyk Bank "Demand a check — win a prize from Halyk Bank!"
The event period is from May 1 to November 30, 2025.
30 winners are randomly selected each month, receiving 100,000 bonuses to their bonus account.
At the first stage, starting from May 1, 2025, the project was implemented only in the Akmola region, starting from June 1 of the year throughout the country.
Terms of participation:
payment of the purchase by card or using the Halyk Bank QR code at the Halyk POS terminal;
uploading fiscal receipts to the "Amian" application.
Results:
in May 2025 — 10 winners from Akmola region;
In June 2025, there will be 30 winners from all regions of Kazakhstan.
The Amian app is available for free download on the App Store and Google Play.
The State Revenue Committee encourages citizens to actively participate in these projects and campaigns that promote the development of cashless payments, transparency of settlements and the formation of a tax culture.
