Everyone is concerned about the quality of their work. Whether it is construction, repairs, or supplies of materials, it is important that the contractor has the necessary level of competence and responsibility. That is why the availability of proven experience becomes the main factor in the successful implementation of various projects. Therefore, the Ministry of Finance of the Republic of Kazakhstan, together with relevant government agencies and the National Chamber of Entrepreneurs Atameken, has begun reviewing existing mechanisms for assessing the experience of participants in the public procurement market in the construction industry.

New approaches to proof of work experience include:

Accounting of experience in off-budget projects only for technically complex facilities where customers are non-governmental legal entities (information is confirmed through the Gosexpertiza State Enterprise system);

The limit on the number of objects considered is no more than three objects per year when evaluating experience as a criterion affecting the participant's price offer.;

Confirmation of experience in facilities of state institutions and quasi-public sector entities funded only by public investments (indicated in the expert opinion);

Additional requirements for quasi-public sector facilities: a notification coupon and an expert opinion are required among the supporting documents.

The corresponding order of the Acting Minister of Finance dated August 6, 2025 No. 425 "On Amendments and Additions to Certain Orders of the Minister of Finance of the Republic of Kazakhstan" (registered with the Ministry of Justice of the Republic of Kazakhstan on August 6, 2025 No. 36586) will enter into force after ten calendar days after the date of its first official publication (zan.gov.kz ).
