Shymkent: New flowerbeds on Ryskulov and Baitursynov streets - residents' demands are being met

At the end of July 2025, during the meetings of the city akim with the population, a number of topical issues were discussed among residents. The most important of them was the proposal to install a flowerbed at the intersection of Ryskulov and Baitursynov streets. This proposal was taken into account by the akimat and included in the agenda. As a result, improvement work has now begun on the specified place, which is considered an important step in creating a comfortable environment not only for the building, but also for residents.
New Gulzar is not just an aesthetic decoration, it is a social project that will improve the appearance of the city, allow residents to walk, spend time with their families, and create a safe environment for children. This initiative, implemented with the support of the city akim, is an example of decision-making based on close communication with residents, rather than just building a facility.
Previously, several social actions on improvement were held in Shymkent. For example, in 2024, work was carried out to clean up the Koshkarata River and restore the walking area. It was carried out as part of the "Clean Kazakhstan" campaign, benches were placed around the river, fountains were installed. That event also involved the active participation of city residents, but the main priority was given only to environmental cleaning.
In 2023, various public places in Shymkent were also improved, for example, in the Old Town and along Kunayev Street. Illegally constructed structures were demolished here, and sports fields and playgrounds were installed. Although these works were also aimed at improving public ergonomics, they were implemented as projects based on a municipal plan, not on the proposals of residents.
And the peculiarity of this initiative in July is the involvement of residents, the attractive presentation of the issue, which distinguishes it from other improvements. The effectiveness of improvement activities is enhanced by a trusting relationship between residents and the akimat. Residents feel responsible for their proposals and can directly influence changes in the city. While previous events focused on landscaping projects after the destruction of illegal structures, not on epidemics, this time the initiative is a manifestation of the residents' compassion for their environment and respect for cleanliness through their own creativity.
This project was based on a public dialogue. The fact that the issues raised at the meetings of the city akim are not limited to words, but are actually being implemented is a testament to the integration of the akimat and the population. This is significantly different from the development of previous years: where residents were part of the infrastructure branched out according to a network plan, the current project is the result of a specific direction that meets the needs of the residents themselves.
The installation of new flower beds is not only a visual change, but also an experience that strengthens the ecology and sense of community of this place. In comparison, while previous improvements were often implemented passively by residents, this time the initiative was based on the activity of residents, allowing them to introduce their proposals into the public environment. This is the result of the joint work of the authorities and the people.
The Shymkent akimat has replicated this practice in other districts: inviting residents to participate, regulating the city environment through online surveys, and creating public councils — everything is being systematically systematized in accordance with this. If this practice continues systematically, it is clear that Shymkent will become a model for improving public spaces based on residents' suggestions.
In short, the proposal made by residents at the intersection of Ryskulov and Baitursynov streets in July 2025 was an example of real mutual understanding between residents and the akimat. This is a fundamentally different format from the landscaping of previous years: a public proposal, an akimat action, a productive project.
