On August 30, 1995, the people of Kazakhstan adopted the country's Basic Law, the Constitution, in a national referendum, which established the priority of human rights and freedoms and defined Kazakhstan as a democratic, secular, legal and social state.

In the context of rapid changes and global challenges, we are particularly acutely aware of the importance of constitutional norms and principles that ensure the stability of the State, the protection of citizens' rights, the development of regions and the improvement of the welfare of the population.
