Strengthening Cooperation with Korea in ICT Education

Seoul, August 29, 2025 – A roundtable dedicated to the development of information and communication technologies (ICT) in the education sector of Central Asian countries and the Republic of Korea was held in Seoul.
The event brought together government representatives, experts, diplomats, journalists, as well as officials from the Ministries of Education of the five Central Asian states. The main focus of discussions was on fostering cooperation in ICT for education, with particular emphasis on school programs and human resources development.
While delivering the opening remarks, Mr. Rhee Jong Kook, Executive Director of the Secretariat of the Central Asia–Republic of Korea Cooperation Forum (CARK), highlighted that since 2020 such roundtables have been held annually. He stressed the importance of having ICT as a separate platform for dialogue. “Today we focused on the education sector, but in the future, discussions will be expanded to areas such as agriculture, transportation, and healthcare,” he said.
Ambassador of Kazakhstan to Korea, Nurgali Arystanov, noted in his remarks that relations between Kazakhstan and Korea are dynamically developing across various fields, including education. This is facilitated by the regular political dialogue between the leaders of the two countries. In particular, on July 23, 2025, President Kassym-Jomart Tokayev and President Lee Jae Myung held a telephone conversation, during which they discussed priority areas of mutually beneficial cooperation. The Kazakh diplomat emphasized that the Minister of Science and Higher Education of Kazakhstan, Sayasat Nurbek, visited Korea twice last year, giving a strong impetus to the development of inter-university contacts. Ambassador also stressed that ICT and artificial intelligence are practical areas of cooperation within the CARK framework.
He stated that the opening of the School of Artificial Intelligence at Korkyt Ata Kyzylorda University and the launch of a campus of Woosong University in the city of Turkistan would be an important step in strengthening educational cooperation.
On behalf of Kazakhstan, Assel Bulekbayeva, Head of Division of the International Cooperation of the Ministry of Science and Higher Education, delivered a report on the current state and future prospects of ICT development in education. She paid particular attention to the introduction of artificial intelligence and presented the national AI-Sana program. Assel Bulekbayeva emphasized Kazakhstan’s openness to cooperation with the Korean side in advancing AI and digital transformation.
At the conclusion of the roundtable, participants exchanged views and identified specific areas for cooperation in innovative development with the application of artificial intelligence.
