Last year, there were cases of calls for secession from the country in favor of individuals in a number of regions.
In accordance with paragraph 2 of Article 2 of the Constitution of the Republic of Kazakhstan, the sovereignty of the Republic extends to its entire territory. The state ensures the integrity, inviolability and indivisibility of its territory.
Article 180 of the Criminal Code of the Republic of Kazakhstan states that propaganda or public incitement to violate the unity and integrity of the Republic of Kazakhstan, the inviolability and indivisibility of its territory, or the disintegration of the state, as well as the preparation, incitement, storage or distribution with the aim of distributing materials of such content, is punishable by deprivation of liberty for a term of ten to fifteen years with or without deprivation of citizenship of the Republic of Kazakhstan.
Human rights and freedoms are recognized and guaranteed in the Republic of Kazakhstan. Citizens have rights and bear duties associated with their citizenship.
The exercise of human and civil rights and freedoms must not violate the rights and freedoms of other people, nor undermine the constitutional order and public morality - Article 12 of the Constitution of the Republic of Kazakhstan.
In addition, the above-mentioned article has no statute of limitations (Part 1 of Article 39 and Paragraph 1 of Part 6 of Article 71 of the Criminal Code of the Republic of Kazakhstan).
