A meeting dedicated to the discussion of the Head of State's Address was held in Shymkent. The opening speech was given by the city's akim Gabit Syzdykbekov.
"The tasks set by our President are a solid foundation for the development of our country in the new era. To achieve these goals, each of us must work hard and contribute to the well-being of the country," the akim noted.
The meeting, which was held at the city akimat, was attended by representatives of various government agencies, deputies of the city maslikhat, members of the Public Council, representatives of the intelligentsia, heads of higher education institutions, as well as representatives of education, culture and other sectors.
According to Gabit Syzdykbekov, each Presidential Address defines a specific direction for the country's development and strengthens the people's faith in the future. In his Address, the head of state raised pressing issues related to the country's economic prosperity, social stability, development of science and technology, and building a fair society. All the tasks set by the President are aimed at improving the quality of life of our people and strengthening the power of our state.
During the meeting, government and public figures, heads of universities, scientists, experts and representatives of various fields expressed their opinions on important issues raised in the Address of the Head of State.
Chairman of the Shymkent City Maslikhat Bakhadyr Narymbetov emphasized that one of the key tasks noted by the President is to attract significant investments to the country, as this is the main mechanism for sustainable economic development and improving the well-being of the population.
"As the Head of State noted, attracting investment is a direct task not only for central authorities, but also for local executive authorities. The President especially emphasized that akims bear personal responsibility for the investment climate in the regions," said Bakhadyr Narymbetov.
Chairman of the Board of Directors of the University named after Zhumabek Tashenev Onalbay Ayashev emphasized that science is the most solid stronghold of the country's development, and artificial intelligence and digital technologies are the driving force of science in the new century.
"Artificial intelligence is not just a technological tool. It is a deep synthesis of knowledge and science. In the modern era, neither science nor the economy will be able to move forward without qualified specialists with a quality education and excellent knowledge of the IT sphere. Therefore, the President's instructions to train a new generation of specialists and closely link digitalization with science are a strategic decision for the development of the country," said Onalbay Ayashev.
He added that the country is taking large-scale measures to support education and science. In recent years, branches of leading foreign universities have been opened and cooperation with international scientific centers has been strengthened, which is a clear manifestation of the integration of Kazakhstani science into the global scientific space. In addition, funding for science is increasing, and grants allocated for scientific projects are growing significantly. These steps provide young scientists with broad opportunities for new research.
"Intolerance of injustice is a mirror of civil conscience, and irreconcilability to lawlessness is a force that lifts the spirit of the people. At the end of the meeting, the city akim Gabit Syzdykbekov noted that the President's Address is a guide to action along the path of a new stage of the country's development. "The city of Shymkent will actively participate in the implementation of these tasks. We will systematically continue to work on the development of the city economy, improving the quality of life of the population and improving the social infrastructure. Our main priority will be the provision of high-quality education to young people, the introduction of new technologies and support for innovative projects," the akim said and gave important instructions to city departments.
The Department of Entrepreneurship and Industrial-Innovative Development has been tasked with increasing the volume of investments to at least 850 billion tenge by the end of 2025, increasing the volume of industrial output to 1 trillion tenge by the end of the year, and increasing the share of small and medium-sized businesses in the city economy to 46.3%.
The digitalization department faces the task of launching digital technologies and solutions within the framework of the Smart Shymkent roadmap for the implementation of the Smart City project and increasing the number of digitalization projects being implemented to 20.
The Department of Passenger Transport and Highways has been instructed to continue work on further development of the city's transport and logistics sector. In particular, it is necessary to maximize the city's transit potential, build a new runway taking into account the capabilities of the new airport terminal. It has also been instructed to complete the reconstruction of the A-2 highway and the construction of the extension of D. Kunayev Avenue within the established timeframe and with high quality.
