Abay District Announces Major Achievements in Infrastructure Development in the First Half of 2025

SHYMKENT – Abay district akim Sultankhan Shakir Asylkhanuly made an extensive report on the main socio-economic achievements and ongoing projects of the district for the first six months of 2025 at a press conference. The report emphasized the successful implementation of a number of programs aimed at radically improving the quality of life of residents.
As the district akim noted, Abay district has 55,159 residential buildings, 255 multi-storey buildings and more than 257,000 residents in 27 settlements. Significant growth has been observed in the main indicators of the district's infrastructure.
Comprehensive provision of communications
First of all, he focused on the level of coverage of the population with public utilities. Drinking water and electricity coverage have reached 100%. Significant progress has been made in natural gas coverage: in February of this year, the Yntymak and Tauyelsizdik 20 years microdistricts were connected to the Alaba natural gas system, thereby bringing the gas coverage level in the district to 100% .
However, the district akim also noted the issues that remain in the attention of local authorities. In particular, 15 houses in the territory of the emergency service in the Zhiel microdistrict, 30 houses in Akzhayik, and 200 houses in the Nursuak microdistrict have not yet been connected to the gas system. In order to resolve this issue, the Energy Department is already developing design and estimate documentation. After the documentation is ready, the issue of allocating the necessary funds from the budget for construction and installation work will be raised.
Massive renovation of street networks
As for the condition of the streets, there are 1274 streets in the district with a total length of 1080 km. Among them:
- Paved roads: 844 streets
- Highways: 430 streets
According to the instructions of the city akim, by 2025 all the streets of the district should be completely paved with asphalt. To this end, since the beginning of the year, asphalt paving work has been completed on 148 streets. If all the planned work is completed by the end of the year, the share of asphalted streets in the district will increase from 66% to 100% . This will greatly contribute to increasing road safety and facilitating the daily lives of residents.
Preparations for the heating season are in full swing
In preparation for the heating season, all 255 multi-storey residential buildings in the district were inspected, and their heating systems were pressurized and tested. These included:
- 104 houses - with an autonomous heating system from inside the apartment;
- 24 houses - with individual boilers;
- 127 houses are equipped with a centralized heating system.
In addition, 32 schools, 9 kindergartens, and 13 medical organizations in the district were also confirmed to be fully prepared for the heating season.
The quality of street lighting is improving dramatically
The achievements in the field of lighting were especially noted. By the beginning of 2024, the number of illuminated streets in the Abay district was only 93, which was 15% of the total. In accordance with the instructions of the city akim, it is planned to cover all streets with a lighting system by 2025, and work is continuing at a rapid pace. Currently, a total of 954 streets are illuminated, which indicates a significant increase compared to the previous quarter. By the end of the year, the share of illuminated streets will be brought to 100% .
"Participatory Budgeting": Results and Plans
Within the framework of the "Participatory Budget" project , 1 billion 990 million tenge was allocated to the Abay district. The following works were completed with these funds:
- 16 playgrounds were built;
- 3 sports fields were built;
- 5 flower beds were organized;
- 34,000 square meters of sidewalks were built.
In order to further expand the green space of the district, it is planned to build 5 new universal recreation areas and flower beds. Construction work in this direction has already begun, and some facilities have been put into operation. Specific districts:
- Dostyk microdistrict, Akbosa street;
- Dostyk microdistrict, Aksu Ayauly Street;
- Kyzylzhar microdistrict, Tokbay street;
- Nurshuak microdistrict, Miyaly street;
- Asar settlement, Nur Zhol street.
In addition, in order to create comfortable conditions for pedestrians, work was carried out to build sidewalks on 50 streets across the district, totaling 34,000 square meters.
Improving the environmental situation and "Clean Kazakhstan"
Work on the ecological front is also continuing unabated. Work has begun on the reconstruction of 4 dilapidated flower beds in the Asar microdistrict. The total cost of the project is 285 million tenge .
In addition, to give the city streets a beautiful appearance, night lights and additional decorative lights will be installed on the pillars of Temirlan, Taszholy, Bakbayev, Turkestan and Terminal streets. 82 million tenge has been allocated for this project, a contractor has been identified, and construction work is already underway.
As part of the "Clean Kazakhstan" campaign, 37 Saturday works have been held since the beginning of the year. More than 30,000 people participated in them, including residents of the district, entrepreneurs, government employees, volunteer youth, and media representatives. These works continue every week in every microdistrict and residential area.
Renovating children's playgrounds
Of the 63 playgrounds in 117 yards in the Abay district, 45 were completely renovated and put into operation. These works were carried out systematically and with high quality by the Abay State Security Institution.
Work to improve public safety
In order to create a comfortable and safe environment for residents, work is underway to fence the edges of ditches in the Agniet, Samal-3, Samal-2, Kyzylzhar, Shymseti microdistricts and along Al-Farabi Street. Since the beginning of the year, work has been successfully completed on installing fences, building bridges, and regulating footpaths in more than 50 places in this direction.
