President Kassym-Jomart Tokayev outlined the country's strategic directions in the financial sector in his Address of September 8, 2025. The Head of State emphasized the importance of forming a full-fledged ecosystem of digital assets.

According to the President, the introduction of the digital tenge is accelerating work in this direction. Currently, the digital tenge is used when financing projects from the National Fund. Now it is necessary to expand its scope and establish its use in the republican and local budgets, as well as in the budgets of state holdings.

To this end, the Government, together with the Financial Market Regulatory Agency, was instructed to comprehensively develop the draft law and adopt it by the end of the year.

The Head of State also granted special status to the city of Alatau and set a specific task to develop it as a new business and innovation center of the country. The city was entrusted with the task of developing a relevant Decree within ten days, bringing it directly under the Government.

The President instructed the National Bank and the Government to consider ways to effectively attract bank funds to the economy, saying that this issue cannot be postponed. According to him, the adoption of a new law on banks will be an important step in this direction. This document should take into account the needs of the economy and technological changes.
