As President Kassym-Jomart Tokayev noted in his Address of September 8, 2025, it is necessary to create a modern, intelligent system that will allow for the prevention of cybercrime. In this regard, the task is to make amendments to the relevant legislation and improve the activities of law enforcement agencies, as necessary.

The President also said that it is important to create a state fund of digital assets based on the National Bank's investment corporation. This structure will accumulate a strategic crypto reserve consisting of promising assets in the new digital financial system.

The Head of State instructed to develop a special program aimed at attracting up to one billion dollars in investments in high-tech industries. This work should be carried out by the Government together with the National Bank.

In addition, the need for second-tier banks to be more active in investing in the real sector was also mentioned. This issue has long been hotly debated in society. Therefore, it is important to begin this work without delay.

As noted in the President's Address, the assets and funds of banks in Kazakhstan are generating, on average, several times higher profits than in developed countries.
