September 17, 2025, Montreal. By the initiative of the Russian side, a meeting was held between the Permanent Representative of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO), Mr. Timur Tlegenov, and the Representative of the Russian Federation to ICAO, Mr. Alexander Batalov. The meeting took place at the office of the Permanent Representation of Kazakhstan at ICAO Headquarters.

During the meeting, the parties discussed current issues of Kazakhstan–Russia bilateral cooperation in the field of civil aviation, including preparations for the upcoming 42^nd Session of the ICAO Assembly, to be held in Montreal from 23 September to 3 October 2025, as well as matters of mutual support for working papers of Kazakhstan and Russia.

The Russian Federation is a candidate for election to Part I (leading States in the field of civil aviation) of the ICAO Council.

The discussions were conducted in a cordial and constructive atmosphere.
