On September 24, 2025, a regular meeting of the standing committee of the district maslikhat on the socio-economic development of the region, budget planning, industrial development, small and medium-sized businesses, agrarian issues and law and order was held under the chairmanship of Deputy B.K. Ibrai. At the meeting, the deputies heard the report of the head of the Department of Housing and communal services, PT and AD Mendykarinsky district Khasenov A.Z. "On the results of the preparation of communal services (heat and water supply, solid waste) of social housing facilities for the heating season 2025-2026 in the Mendykarinsky district" (field meeting). (Borovskoye Housing and Communal Services -2016, Mendykara LLP - 2011, GU Department of Housing and Communal Services of the PT and AD MR and on the second issue of the akims of rural districts on the socio - economic development of rural districts of the Mendykarinsky district (field meeting: Vvedensky, Budennovsky and Mikhailovsky rural districts).

The deputies noted that the preparation of housing and communal services and social facilities in the Mendykara district for the 2025-2026 heating season is carried out in accordance with the decree of the Akimat of Kostanay region dated 04/04/2025 No. 86.

According to this resolution, repair plans have been developed and approved for the preparation of heat sources, electrical, thermal and water supply networks, housing and social facilities.

The organization engaged in the generation and transmission of thermal energy in the village of Borovskoye is the State Enterprise "Borovskoye Housing and Communal Services- 2016", which has 10 boiler houses on its balance sheet, of which Boiler House No. 1 (Central Boiler house). In order to prepare for the 2025-2026 heating season, construction and installation work is underway this year to install a BMK (block - modular boiler house) central boiler house. The contractor is Qostanaistroy LLP.

The work is 90% completed.

The remaining boiler houses in the district are 100% ready.

The commission adopted relevant resolutions on the issues considered.

On the second issue: on the socio-economic development of rural districts of the Mendykarinsky district (visiting session: Vvedensky, Budennovsky and Mikhailovsky rural districts), deputies traveled to rural districts. We visited a number of social facilities, checked the preparations for the educational process and the heating season. They gave a number of recommendations on how to eliminate the shortcomings.
