On September 8, 2025, during the Nation Address to the People of Kazakhstan, President Kassym-Jomart Tokayev proposed the formation of a Ministry of Artificial Intelligence and Digital Development as part of the restructuring of the public administration system.

The decisiontocreate a relevantministry is relatedto the need to integrate the countryinto a newtechnologicalorder. The President of Kazakhstan emphasized the importance of a fundamentaltransformation of the entirepublicadministrationsystemtoachievethisgoal.

The President has settheGovernment the task of ensuring the introduction of artificialintelligencetechnologiestomodernizeallindustries.

The Head of Stateproposed to accelerate the adoption of the DigitalCode of Kazakhstan,whichshouldregulate the rights of citizensin the digitalenvironment, the functioning of digitalplatformsandservices,cybersecurityandpersonaldataprotection issues.

In accordance with the decree of the Head of State dated September 17, 2025, the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan was established.

Kazakhstan is one of the first countries to create a goverment agency for the coordination of artificial intelligence.
