Republican Forum of Ethics Commissioners was held in Kyzylorda today. The event was attended by regional Akim Nurlybek Nalibayev, Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs Darkhan Zhazykbay, Senate Deputy Nauryzbay Baikadamov, and Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan Azamat Zholmanov. Also present were heads of key regional industries, agency employees, representatives of central government agencies and city and district akims' offices, representatives of regional state ethics bodies, members of ethics councils, and intellectuals.
N. Nalibayev noted the achievements in the region's socioeconomic development and wished the forum participants success. He emphasized the positive trend in socioeconomic development in the region, and the region occupies a leading position in the country in key macroeconomic indicators. The head of state emphasized the importance of honesty, patriotism, and the responsibility of every employee in building a just Kazakhstan. Civil servants play a key role in the implementation of national projects aimed at improving public well-being and ensuring socio-political stability. The Agency is pioneering the development of a civil service model based on the principles of servility and customer focus, as well as the professionalization and development of government institutions. N. Nalibayev expressed confidence that effective proposals and constructive initiatives will be discussed during the forum.
D. Zhazykbay emphasized that serving the state is the most honorable and responsible task and highlighted important initiatives. He noted the need for a unified vision and position among all authorized bodies, which means combating any violations and illegal actions. The Agency Chairman stated that civil servants play a crucial role in the effective implementation of the Head of State's initiatives. At the meeting, N. Baikadamov presented a report on the topic «Memlekettik kyzmetshilerdi adamdardyn quqykka qaishy areketterinen qorgau», and A. Zholmanov presented a report on the topic «Memlekettik qyzmettin qundylyqtary: Antka adaldyk».
Furthermore, civil servants who made significant contributions to the region were awarded a certificate of appreciation from the Agency of the Republic of Kazakhstan for Civil Service Affairs «Uzdіk sapaly memlekettіk qyzmet korsetushі» and a Letter of thanks from the agency's chairman.
The second part of the forum included a panel session discussing amendments and additions to the Code of Ethics for Civil Servants and preventive activities. The results of the analysis of the ethics commissioners' performance over the past year and the first half of this year were summarized.
It is worth noting that there are currently over 3,300 civil servants in our region. Of these, over 1,800 work in local executive bodies. This year, approximately 700 citizens were heard, and their inquiries were followed by appropriate instructions. During the first half of the year, over 99.3 percent of the more than 3 million government services were provided electronically.
