Digital infrastructure: Internet and communications in rural areas

Out of 492 rural settlements in the region, 372 have good 4G connectivity.

To solve problems and optimize work, the Akimat of the region in 2023 signed memoranda with two major telecom operators, Kazakhtelecom JSC (Kcell) and Beeline Kazakhstan (KaR-Tel LLP), to improve the quality of communications in the region.

Also, the akimat of the region will annually build about 50 antennas on which base stations will be installed by cellular operators.

As part of the signed memoranda, the construction of antenna and mast structures in 44 rural settlements was completed in 2024. To date, base stations have been launched in 42 villages. The official launch of the remaining base stations is scheduled for the fourth quarter of this year.

In order to provide the population with broadband Internet access at a speed of at least 100 Mbit/s, the Government of Kazakhstan has approved the National Project "Affordable Internet".

The main focus is on the construction of an extensive network of fiber-optic communication lines in rural areas, including healthcare, education, government institutions and others.

Thus, within the framework of the National Project "Affordable Internet", it is planned to cover 301 rural settlements of the region with the Internet by 2027.

Also, 34 villages located in difficult terrain will be provided using non-geostationary satellite systems technology.

As a result of the implementation of the memoranda and the National Project, all rural settlements, including small ones, will be provided with the Internet with various technologies (VOLS, satellite, 4G).

The Department of Informatization is actively responding to problems with the Internet connection identified by the population of the region, taking comprehensive measures to eliminate them. Incoming messages and information from local residents are analyzed, and requests are sent to telecom operators to improve Internet coverage and stability in populated areas.

All telecom operators are taking measures to resolve problematic issues and improve the quality of telecommunications services in the region.
