A civil forum on the topic of «The Role of Civil Society in Rural Development» was held in Kyzylorda. It was organized by the regional akimat jointly with the Regional Citizens' Alliance and the Civil Alliance of Kazakhstan, with the participation of regional akim Nurlybek Nalibayev.
The forum was attended by Senate member Nauryzbay Baikadamov, Majilis member Murat Abenov, President of the Civil Alliance of Kazakhstan Banu Nurgaziyeva, Deputy Chair of the Civil Society Committee of the Ministry of Culture and Information Zhanargul Alzhanova, Chair of the Board of the «Kazakhstan Halkyna» Public Foundation Lyazzat Shyngysbayeva, Director of the Eurasian Foundation in Central Asia Rinad Temirbekov, as well as guests from several regions of the country and heads of relevant agencies.
The regional akim noted that the civil society sector is a common platform serving as a golden bridge between the people and the government.
«Today, one of the indicators determining our country's development is the civil sector. The state's success is directly linked to the productive and effective work of non-governmental organizations. Our President, Kassym-Jomart Kemelevich, noted in his Address to the Nation: «It is essential to support civil society and strengthen its potential. It is also essential to make extensive use of civil society's capabilities in discussions to address the most important national challenges».
In the first years of independence, there were 15 public organizations operating in our region, and today their number has reached almost a thousand. 300 of them are actively involved in the socio-political, cultural, and spiritual life of the region. This clearly demonstrates the growth of civic responsibility and social engagement.
All districts have councils for interaction and cooperation with non-governmental organizations, as well as expert groups that evaluate the effectiveness and relevance of projects. 190 representatives of non-governmental organizations actively participate in the work of councils and commissions under the akimats.
Financial support is provided annually to civil society institutions through government procurement. In 2023-2025, 3 billion 684 million tenge was allocated from the budget under the state social procurement program, 427 social projects are being implemented, and 3,000 people have been employed. Approximately 200 social projects were organized with the participation of rural residents. Most are aimed at providing assistance to socially vulnerable groups, strengthening social harmony and national unity, and promoting employment.
«As leaders of public associations, I call on all of you to unite the people on the path to building a Just, Clean, and Safe Kazakhstan, and to work together for the bright future of our sovereign country!» - said N. Nalibayev.
Speakers at the meeting included N. Baikadamov, M. Abenov, R. Temirbekov, L. Shyngysbayeva, Zh. Alzhanova, B. Nurgaziyeva, and A. Izden, who emphasized the importance of civil society institutions. Citizens who contributed to the region's development were also awarded Certificates of Honor and Letters of Appreciation from the regional akim and the chairman of the Civil Alliance of Kazakhstan.
Prior to the forum, breakout sessions were held in the villages of Nagi Ilyasova and Besaryk in the Syrdarya district. These sessions addressed issues related to addressing social problems in the villages, improving residents' quality of life, and engaging non-governmental organizations in public oversight. A new draft law on NGOs was discussed, and relevant recommendations were adopted.
