Almasbek Abylkasymovich Esmakhanov, born in 1982. He graduated with degrees in economics from the Kyzylorda Humanitarian University and law from the Karaganda Economic University of Kazpotrebsoyuz.
He received a master's degree in public and local governance from the Academy of Public Administration under the President of the Republic of Kazakhstan.
Over the years, he successfully served as akim of the Karauyltobe rural district, head of the Kyzylorda city akim's office, head of several city departments, head of a department in the regional akim's office, deputy akim of the Shieli district, deputy head of the regional department of social development, and head of a department.
Since July 2024, he has served as chairman of the Kyzylorda regional branch of the AMANAT party.
