On social support measures for the elderly in Kazakhstan

Every year, on October 1, the International Day of Older Persons is celebrated around the world, including in Kazakhstan. The country has more than 2.5 million pensioners. Ensuring a dignified retirement for every citizen is a top priority of the Government's social policy.
The state consistently takes measures to protect the older generation, including measures aimed at improving the pension system.
According to paragraph 3 of Article 197 of the Social Code of the Republic of Kazakhstan, the annual increase in the amount of retirement and seniority pensions is carried out in the amount established for the corresponding financial year by the Law "On the Republican Budget".
As of January 1, 2025, the amount of solidarity pensions has been increased by 8.5%, and the amount of the basic pension has been indexed in accordance with the change in the minimum subsistence level.
On behalf of the Head of State, the gradual increase in the amount of the basic pension continues. As of January 1, 2025, the minimum amount of the basic pension has increased from 65% to 70% of the minimum subsistence level, and the maximum amount has increased from 105% to 110%.
At the same time, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan is implementing measures to support the elderly, improve their social services, and involve them in public life.
There are 127 active longevity centers in the country. In 2025, the total amount of funds allocated from local budgets for their operation is 7.5 billion tenge.
The active longevity centers operate on a one-stop basis in three areas: active longevity, health culture, and public relations. The centers' activities are aimed at improving the quality of life for the elderly, promoting productive and active longevity, including the organization of systematic leisure activities (yoga, Nordic walking, digital literacy, motivational and entrepreneurial courses, English language courses, etc.), and ensuring independence and participation in the life of Kazakhstani society for the elderly.
On October 1, Kazakhstan will launch a month-long campaign dedicated to the Day of the Elderly. Regional, city, and district akims, as well as heads of enterprises and organizations, will organize social support events for older citizens, meetings in workplaces, open days in outpatient clinics, and more.
As a reminder, the International Day of the Elderly was proclaimed at the 45th session of the United Nations General Assembly
on December 14, 1990.
The main goal of this event is to show respect and recognition for the contributions of older people to the state and society, as well as to draw attention to their problems and needs, the need to improve their quality of life, and to show universal care for them.
