On the Confirmation of Acceptance/Transfer Acts
and the Withdrawal of Tobacco Products from Circulation
by Organizations Engaged in Wholesale and Retail Sale of Tobacco Products
in the Product Labeling and Traceability Information System “IS MPT”
Dear Taxpayers,
In accordance with the Rules for Labeling and Traceability of Tobacco Products, approved by the Resolution of the Government of the Republic of Kazakhstan dated September 28, 2020 No. 927 (hereinafter – the Rules), certain requirements have been established for participants in the circulation of tobacco products.
According to the Rules, all organizations engaged in wholesale and retail sale of tobacco products are required to:
• confirm acceptance/transfer acts for tobacco products;
• carry out withdrawal from circulation (write-off) of tobacco products through the portal markirovka.ismet.kz.
In accordance with paragraph 46 of the Rules, when selling tobacco products, the participant in circulation must generate an acceptance/transfer act no later than the date of sale of the products.
According to paragraph 48 of the Rules, the acceptance (confirmation) of tobacco products must be completed no later than the day following the actual receipt of the goods.
Failure to confirm acceptance/transfer acts and untimely withdrawal of tobacco products from circulation constitutes a violation of the Rules and will be considered by the tax authorities as one of the criteria for initiating tax inspections.
❗ Attention: It is not recommended to accept tobacco products without confirmed acceptance/transfer acts, as such goods are regarded as products of unconfirmed origin.
