A plan for the socio-economic development of the Torgai region is being developed

Deputy Prime Minister - Minister of National Economy Serik Zhumangarin held a meeting on the development of the Torgai region and consideration of promising projects for inclusion in the Action Plan for its socio-economic development. The meeting was attended by Akim of Kostanay region Kumar Aksakalov, Chairman of the Presidium of the National Chamber of Entrepreneurs "Atameken" Raimbek Batalov, vice ministers of government agencies, representatives of the business community and other participants.
Opening the meeting, Serik Zhumangarin stressed that in his Message the Head of State emphasized the need for priority attention to the development of the Torgai region. The Deputy Prime Minister noted that this issue is a constant focus of the Government, especially in terms of ensuring sustainable economic growth and improving the quality of life of the population. Taking into account the historical, strategic and socio-demographic importance of the region, work has already begun on the preparation of a development plan.
During the discussion, the participants presented their proposals and projects aimed at unlocking the potential of the Torgai region. Akim of Kostanay region Kumar Aksakalov noted that the favorable geographical location makes the region a key transit link between Europe and Asia. The implementation of infrastructure initiatives, such as the construction of the Center-West highway and the rehabilitation of the airport in Arkalyk, will create new opportunities for investment and business. According to him, the economic block of the plan provides for 11 investment projects worth over 62 billion tenge with the creation of about 400 jobs. The main focus is on the development of agriculture, the processing of agricultural products, the construction of 15 slaughterhouses with processing – 5.6 billion tenge is provided for these purposes at 2.5% per annum (based on the experience of North Kazakhstan region), projects for the extraction of hydrocarbons and exploration of solid minerals.
Business representatives also presented their initiatives. Maxim Bozhko, head of Arkalyq Qus LLP, said that the company, founded in 2008, currently produces about 140 million eggs. The company plans to double the capacity of the factory – construction will begin in the spring of 2026. Projects for the construction of a feed mill and a plant for the production of organic fertilizers are also being implemented. The founder of Urpak Agro LLP announced the company's intention to purchase up to 10 thousand heads of small cattle for the further development of meat farming and processing. Zhanibek Kenzhebayev, General Director of Zengi Group LLP, presented the 20+1 Consortium project, which has already attracted 12 investors. This is a pilot model for the sustainable development of beef farming, which provides for the creation of 20 small farms and a management company. According to Zhanibek Kenzhebayev, the company is ready to invest about 1.1 billion tenge in the implementation of the project, while additional sources of financing are being considered. On behalf of the Deputy Prime Minister, the Ministry of National Economy was instructed to consider the issue of project support jointly with the Ministry of Agriculture.
Issues related to the development of road infrastructure were also discussed. In particular, the topic of the construction of gas stations on the Astana–Irgiz highway was raised. Currently, there are two stations operating on this section, however, taking into account the length of the road, there is a need to install additional complexes in the areas of Egindikol and Torgai.
In this regard, PetroRetail, which is already working in this area, presented its proposals for the development and expansion of the network. In addition to expanding the gas station network, the company is developing a roadside service line under the Keruen Inn brand. The first such hotel was opened in Merka, Zhambyl region. It is proposed to build a similar facility in the Torgai region.
Summing up the meeting, Serik Zhumangarin instructed to finalize the draft Plan, taking into account all the proposals made, and to provide for measures to develop the fields of culture, tourism and employment. The Ministry of Industry and Construction has been instructed, together with the akimat, to conduct a geological study of the subsoil in the territories of Arkalyk, Amangeldy and Dzhangeldy districts, which will create new opportunities for attracting investment and business development.
"It is important to identify anchor projects and create special financing conditions. The Ministry of National Economy will approve a separate program "Orleu-Torgai", which will become a driver of sustainable and integrated development of the region," the Deputy Prime Minister said.
