There is a temporary accumulation of vehicles traveling towards the People's Republic of China at the Nur Zholy checkpoint on the Kazakh-Chinese border.
The main reason for the current situation was the lack of foreign permit forms for domestic carriers required to cross the border, which are exchanged between the relevant transport authorities of the two countries.
In order to resolve the situation, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, together with the Ministry of Transport, is actively working.
Negotiations are currently underway between the relevant departments of Kazakhstan and China aimed at providing the Kazakh side with an additional number of foreign permit forms.
At the same time, the SRC of the Ministry of Finance of the Republic of Kazakhstan held talks with the General Customs Administration of the People's Republic of China.
As a result, an agreement was reached on a temporary increase in the number of vehicles accepted by the Chinese side. Additional measures have also been agreed to increase throughput and speed up customs clearance procedures at Chinese checkpoints.
Taking into account the current situation and in order to minimize financial losses of carriers, the SRC of the Ministry of Finance of the Republic of Kazakhstan, together with JSC IUC, the administrator of the CarGoRuqsat electronic queue, decided to extend the validity period of active bookings by 72 hours.
This will allow carriers to keep the previously paid 1 MCI for reservations and a guarantee fee of 20 MCI, established by the updated rules of the system, and ensure the stability of the pass after the resumption of issuing foreign permits.
In addition, after receiving a new batch of category "C" forms from the Ministry of Transport of the People's Republic of China, domestic carriers who did not have time to apply for the IDB will be able to issue and receive the forms in the previously reserved queue in accordance with the established procedure.
The SRC of the Ministry of Finance of the Republic of Kazakhstan informs that the situation is under constant control. All measures taken are aimed at the early restoration of the normal mode of passage of vehicles and ensuring uninterrupted traffic flow.
In this regard, the SRC of the Ministry of Finance of the Republic of Kazakhstan expresses gratitude to the carriers for their understanding and asks them to temporarily refrain from traveling to checkpoints until a new batch of foreign permit forms arrives.
