Kazakhstan Strengthens Cooperation with the World Bank Group and the IMF

Washington, D.C., October 16, 2025 – the Kazakhstan’s delegation led by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin took part in a meeting of the Swiss Subgroup constituency at the World Bank and the International Monetary Fund (IMF).
In his remarks, Mr. Zhumangarin emphasized that Kazakhstan’s strategic partnership with the World Bank Group, which has lasted for more than 30 years, has played a crucial role in implementing economic reforms aimed at sustainable growth, poverty reduction, and infrastructure development.
Special attention was given to the new Partnership Framework Agreement (PFA), which defines the priority areas of cooperation between Kazakhstan and the World Bank. Ratification of the Agreement will create favorable conditions for quasi-public sector organizations to attract financing fully in line with World Bank standards.
On the same day, Mr. Zhumangarin held a meeting with Antonella Bassani, Vice President of the Europe and Central Asia Region at the World Bank. The parties discussed prospects for further cooperation, including potential joint projects in the chemical industry, deep and intermediate processing of agricultural produce, transport, as well as modernization of water supply and irrigation systems.
Partners expressed interest in issues related to enhancing Kazakhstan’s export potential, developing logistics infrastructure, and exploring opportunities to maintain stable economic growth of at least 5% per year, along with other areas of national economic development.
In addition, the Kazakhstan’s delegation participated in a workshop organized by the International Finance Corporation (IFC), a member of the World Bank Group, dedicated to public-private partnerships (PPPs). IFC representatives shared international best practices in implementing PPP projects in countries with significant state company participation, such as Saudi Arabia, India, and Indonesia, and presented recommendations to improve the efficiency of PPP project preparation and implementation.
