Updating and Conducting Special Training Courses for Operators of X-ray Television Inspection Systems

From October 16 to 18, 2025, the Training and Methodical Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan conducted a specialized course on the topic “Updating and Conducting Special Training Courses for Operators of X-ray Television Inspection Systems.”
The training took place at the customs post of the International Center for Cross-Border Cooperation (ICBC) “Khorgos” of the Department of State Revenue for the Zhetysu Region and was attended by employees of the ICBC “Khorgos” customs post and officers of the Border Service of the National Security Committee of the Republic of Kazakhstan.
The main goal of the course was to improve the quality of control at border checkpoints, which includes an integrated system involving both equipment and personnel, as well as to enhance operators’ skills in performing qualified analyses of scanned X-ray images and verifying the information contained in the accompanying documents.
The training program covered the following key topics: operation of X-ray television inspection systems such as Rapiscan, Rapiscan DV, Smith-Heimann, and Heimann-Container; eye-training exercises aimed at improving recognition of dangerous objects (such as grenades, synthetic drugs, knives, and improvised explosive devices) presented from various angles; profiling techniques and identification of non-verbal cues from passengers potentially intending to commit terrorist acts; detection of concealed weapons, explosives, ammunition, and prevention of illegal transport of prohibited items and contraband goods.
The course also included the use of the Simfox simulation program for training and testing operators of X-ray television inspection equipment.
Training Results Achieved Using the “Simfox” Simulation Program:
- improved skills in detecting weapons;
- identification of explosives and detonating devices;
- prevention of drug trafficking and other illicit goods;
- understanding and application of X-ray television inspection systems.
To reinforce the acquired knowledge, participants took part in a practical training session using sample mock-ups representing narcotic and explosive substances, prohibited items, foreign currencies, and various types of jewelry (including gold of different grades and silver). The session was conducted in an interactive format, involving active discussion and detailed analysis of X-ray images using Rapiscan equipment.
