Kazakhstan Changes the Procedure for Obtaining a Driver’s License for the First Time

The Government for Citizens State Corporation reports that the service for obtaining a driver’s license for the first time is now available via the “PSC” mobile application.

Citizens who wish to obtain a driver’s license for the first time can now submit their application without visiting a Specialized Public Service Center, directly through the “PSC” mobile app.
The system automatically verifies the availability of the medical certificate, the driving school completion certificate, and any restrictions through state databases.

After submitting the application, the citizen can schedule theoretical and practical exams at a convenient time. The state fee is paid only after successfully passing the exams — at the specialized Public Service Center. This approach optimizes the issuance process and makes it more convenient for citizens.

The pilot project is being implemented under a joint order of the Ministry of Internal Affairs and the Ministry of Artificial Intelligence and Digital Development. The document updates the procedure for issuing driver’s licenses and aims to promote the widespread use of digital technologies.

Currently, the new service is available across all regions of the country. The pilot project will run until September 1, 2026. During this period, the efficiency and convenience of the service will be evaluated, and based on the analysis results, the possibility of permanent implementation will be considered.

The new application format makes the process of obtaining a driver’s license for the first time simpler, more convenient, and more accessible.

In addition, the “PSC” mobile app offers future drivers extra features: users can register for theoretical and practical exams, as well as for a trial test.
The app also includes useful functions such as drafting a vehicle purchase and sale agreement, checking a vehicle’s history, and accessing other electronic public services.
