On October 24, 2025, the regular sixteenth session of the maslikhat of Ulken Naryn district was held, which was attended by deputies of the maslikhat, akim of the district E.Bayrakhmetov, deputy akim of the district, chief of staff of the akim of the district, heads of district departments, akims of rural districts, head of the municipal state enterprise Naryn Kom Household Service, correspondent of the newspaper Naryn Tany. The following issues were considered at the session: the report of the akim of the district on the performance of the functions and tasks assigned to him, on the results of the heating season for 2024-2025 and on the preparations for the heating season for 2025-2026, the report of the Standing Committee on budget, finance and

socio-economic development of the district and miscellaneous.

Akim of Ulken Naryn district Bayrakhmetov Yeldos Zhanbolatuly spoke on the first issue of the agenda. He spoke in detail about the work done this year. According to the akim of the district, the current year has become a particularly important stage for our district. Specific measures have been implemented to stabilize socio-economic indicators and improve the quality of life of the population.

He said that the district is preparing for the heating season in accordance with the approved action plan. To date, the boiler houses of the KGP "Naryn Collective Farm Service" are 90% ready. The heating networks are 100% ready, and a 54-day supply of coal has been formed.

In his speech, he noted that the last heating campaign showed the effectiveness of the created system from operational management to technical execution. Stressing that during the heating period of this year, the main goal of the executive body is to ensure the stable operation of life support and heating facilities in the winter season, to ensure uninterrupted supply of heat and energy to socially significant facilities, he expressed confidence that financial investments in repairs and modernization will bear fruit and municipal boilers and heating lines will not withstand not only the current season, but they will also avoid risks in the future.

On the third item on the agenda, Chairman of the Standing Committee on Budget, Finance and Socio-economic Development of the district D.Verigin made a report on the work done by the commission.

E.Akimbetova, Head of the Department of Economics and Finance of Ulken Naryn district, spoke about the changes being made to the district budget.

The "Miscellaneous" section includes 10 questions, which were presented by the chairman of the Maslikhat Zh.Sydykova. Decisions have been made on them.

As a result of the consideration and discussion of the issues on the agenda, the deputies adopted the relevant decisions. 4 acts of a regulatory nature have been adopted.
