Belém, November 6, 2025 - Under Brazil's presidency, the official opening of the Leaders' Summit of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) took place. The plenary session gathered heads of state and government, speakers of parliaments, foreign ministers, heads of sectoral ministries, and representatives of international organizations to discuss key challenges and establish commitments in the fight against climate change. The Kazakh delegation was headed by the Minister of Ecology and Natural Resources Erlan Nyssanbayev.

At the opening ceremony, the President of Brazil Lula da Silva emphasized that the meeting represents an important stage of international mobilization and dialogue on the climate agenda. He noted that holding the summit in the Amazon carries deep symbolic meaning for Brazil, for the region, and for the world as it is  the first time a COP is held directly in tropical forests.

During his statement at the plenary session on the first day of the summit, the head of the Kazakh delegation, Yerlan Nyssanbayev, reaffirmed Kazakhstan's commitment to the global climate agenda, informing the international community about the main climate related events held in 2025 in Central Asian countries. In addition, he outlined national priorities, financial needs, and possible forms of international cooperation within the framework of the Paris Agreement and global initiatives.

During his address, Minister Yerlan Nyssanbayev also presented the preliminary results of preparations for the Regional Climate Summit, which will be held in Kazakhstan in 2026, including the launch of regional consultations, the development of climate finance mechanisms, the establishment of a scientific exchange network, and the formation of a project portfolio.

On the sidelines of the event, Erlan Nyssanbayev held meetings with leaders of various international organizations and associations, as well as foreign delegations, during which issues of multilateral and bilateral cooperation were discussed. On the first day of the forum, the plenary session was dedicated to global climate issues, followed by the first thematic session on “Climate and Nature: Forests and Oceans.” For the second day, thematic sessions are scheduled on “Energy Transition” and “The Paris Agreement Decade: NDCs and Financing”.

It is expected that, within the framework of the summit, initiatives of the Brazilian presidency will be adopted in strategic areas of climate action, including the Declaration on the Launch of the «Tropical Forests Forever» Fund (TFFF), the Call to Action on Integrated Fire Management, the Belém Commitment on Sustainable Fuels, and Declaration on Hunger, Poverty, and Climate Action.

During the event, a ceremonial reception was also held to celebrate the launch of the Tropical Forests Forever Fund (TFFF), which brings together countries with tropical forests and investors. Following the Leaders' Summit, the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), will take place from November 10 to 21, also in Belém.
