Good afternoon, esteemed Malik Nurzhanovich,

Erbol Zholdaspekuly,

and distinguished participants of the meeting!

 

Today, our country has entered a new stage of development in line with the key directions outlined in the Address of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, titled “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Their Solutions Through Deep Digital Transformation.”

 

As the Head of State emphasized, the main task today is to improve the quality of life of the population and ensure economic stability through the effective use of digital technologies.

 

The topics raised in the Address — artificial intelligence, digitalization, reforms in education and healthcare — also open up new opportunities for regional development.

 

At the district level, in order to implement the priorities outlined in the Address, a number of important and systematic measures are being undertaken.

 

The socio-economic development of the district is a comprehensive task. Allow me to briefly present the key performance indicators for the reporting period of 2025.

 

INVESTMENTS

 

During the reporting period of 2025, the volume of investments in fixed assets amounted to 9.3 billion tenge, showing a growth rate of 119%.

Retail trade turnover reached 4.6 billion tenge (growth rate — 102%). The district currently has 1,177 small and medium-sized enterprises operating.

Industrial output amounted to 621 million tenge (growth rate — 114%), while construction works totaled 2.2 billion tenge (growth rate — 379%).

 

In his Address, the President emphasized the importance of bringing the agricultural sector to a new level of development. Following this directive, the district is systematically modernizing its agrarian sector, introducing innovative technologies, and increasing production efficiency.

 

During the reporting period, the total volume of agricultural output amounted to 14.6 billion tenge (growth rate — 107%). In 2025, the total sown area of agricultural crops reached 50,000 hectares.

 

Since the beginning of the year, agricultural producers have acquired 39 units of new agricultural machinery worth a total of 1.75 billion tenge. To support spring fieldwork, 223 million tenge in subsidies were paid to 148 farms.

 

Grain and leguminous crops were harvested from 17,000 hectares, producing more than 44,000 tons of grain. The average yield was 25 centners per hectare, which is higher than last year’s 24.4 c/ha.

 

Oilseed crops were harvested from 24,000 hectares (87% of the total sown area), yielding 68,000 tons, with an average yield of 28 c/ha (compared to 25.0 c/ha in 2024).

 

Under the «Keng Dala–2» program, through the regional branch of the Agrarian Credit Corporation, 21 agricultural entities received loans totaling 528 million tenge.

 

Thanks to state support measures, 226 agricultural producers were financed for a total of 2.5 billion tenge. These resources enabled farms to carry out spring fieldwork on time and successfully complete the 2025 harvest.

 

The “Aul Amanaty” program is also being actively implemented in the district. Since the beginning of the year, 12 projects aimed at agricultural processing and roadside tourism development have been launched.

 

TOURISM

 

In his annual Address, the President of Kazakhstan noted that tourism is one of the fastest-growing sectors in the world. Our district also possesses significant potential in this field.

 

In 2025, the district welcomed around 15,050 tourists, which is 165% higher than in 2024 (9,040 tourists). This growth reflects the steadily increasing interest in our district.

 

Measures are being taken to develop roadside service infrastructure. In particular, within the framework of a joint project between the district akimat and JSC «KazAvtoZhol», a modern roadside service facility was opened.

 

This became an important step in improving the district’s infrastructure and created new opportunities for small businesses in tourism and services.

 

HOUSING AND UTILITIES, WATER INFRASTRUCTURE

 

In his Address, the President emphasized that a key factor in sustainable development is the modernization of housing, utilities, and water infrastructure.

 

In this regard, the district is actively working to provide residents with quality drinking water, renew water supply networks, and improve water systems.

 

To this end, the project «Reconstruction of Water Supply Facilities and Associated Networks in the Village of Ülken Naryn» is being implemented (budget: 5,098.55 million tenge, reconstruction of 77.4 km of pipelines).

 

In addition, funds from the regional budget have been allocated for repairs of water networks in the villages of Altynbel (100.3 million tenge), Ushtobe (110.9 million tenge), and Soldatovo (59.1 million tenge). Contractors have been selected, and works have commenced in accordance with the approved schedule.

 

Furthermore, 50 million tenge have been allocated to launch the project «Current Repair of Water Supply Networks» in the village of Zhuldiz.

 

TRANSPORT INFRASTRUCTURE

 

The total length of the district’s road network is 496 km, including 80 km of national roads, 111 km of regional roads, and 305 km of district roads. As of early 2025, 62.3% of district roads and village streets were in good or satisfactory condition.

 

During the current year, asphalt paving was carried out on Panfilov Street in Ülken Naryn village. Under the «Aul – El Besigi» program, medium repairs were completed on Abay, Konayev, Bolashak, and Kazakhstan Streets in Malonaryn village. Additionally, a culvert repair was completed at the entrance to Soldatovo village.

 

In Ülken Naryn village, medium repairs of 10 streets were completed (Nazyrov, Oskembaev, O. Bokey, Zhumagulov, Mayakovsky, Ryskulbekov, Rykov, Narym, Taybagarov, Auezov).

 

As a result of the completed works, the share of district roads with asphalt pavement reached 76.3%.

 

Works financed from the district budget included:

      - Pothole repairs on streets in Ülken Naryn, Altynbel, and Solonovka villages (Al-Farabi and Muztau) — 37 million tenge;

      -Current repair of the bridge on Zubkov Street in Altynbel — 15.7 million tenge;

      -Street grading and graveling works in rural districts — 29 million tenge.

 

IMPROVEMENT AND BEAUTIFICATION

 

Several major beautification projects were completed in 2025:

      -Construction of a sports and children’s playground — 30 million tenge;

      -Current repair of Victory Square in the central park — 14 million tenge;

      -Repair of courtyard sewer and septic systems — 15 million tenge.

      -Ongoing repairs are continuing on Tumasinov Street Park and the sports ground in the AltayEnergo neighborhood.

 

In Ülken Naryn village, repairs of the solid waste landfill were completed — an important facility for the district’s environmental safety — and 15 waste container sites were installed.

 

As part of the nationwide environmental campaign “Taza Kazakhstan”, from April 7 to October 10, 2025, about 112 tons of solid waste were collected, and 139 hectares of land were cleaned. More than 3,132 people took part in the campaign, including civil servants, employees, and volunteers.

 

During the campaign, 5,348 tree saplings were planted, exceeding the district plan by 598 units (plan — 4,750). The main tree species planted were spruce and elm, and planting took place near educational, public, and medical institutions, as well as along the national highway.

 

In addition, facades and roofs of apartment buildings are being renovated, giving the village a unified architectural appearance.

 

Project design documentation is being developed for:

 

      -Construction of a hippodrome in Ülken Naryn;

      -Installation of antenna-mast structures for cellular equipment in Ülken Naryn and Zhuldiz villages;

      -Capital repair of Ablaikhan Street in Ülken Naryn.

      -Under the «Single-Story East» program, the construction of a two-apartment residential building with a total area of 140 m², worth 39.9 million tenge, has been completed.

 

EDUCATION

 

As noted in the President’s Address, artificial intelligence is an important tool for improving the education system.

 

All 16 schools in the district are fully connected to the internet, including 8 schools via Starlink.

 

To ensure equal access to quality educational resources for students in remote rural areas, the «Digital Teacher» and «Mobile Teacher» projects are being implemented. The K. Damitov Secondary School and the Ülken Naryn Rural Lyceum are participating in these initiatives.

 

Education is the foundation of the state, and the future of the country lies in knowledge.

 

To strengthen this foundation, systematic efforts are being made to improve the quality of education. For example, construction of a sports hall has begun at the Kokbastau School, which previously was the only school in the district without one.

 

HEALTHCARE

 

Improving the quality and accessibility of healthcare services remains one of the main priorities.

 

To strengthen the material and technical base of healthcare, significant funds have been allocated to the district. In particular, a modern CT scanner worth 450 million tenge and additional medical equipment worth 17 million tenge have been purchased.

 

In the near future, it is planned to acquire a mobile X-ray mammography complex for the district hospital.

As the President emphasized in his Address, adapting to the era of artificial intelligence is a demand of our time.

 

Our district aims to enhance management efficiency, ensure economic growth, and improve the quality of life of the population through the introduction of new technologies.
