On November 11, 2025, the KTMR held a hearing of the annual report of the KazStandard RSE on the implementation of Budget Program No. 061 "Services in Technical Regulation and Metrology," the activities "Creation and Maintenance of State Standards of Units of Measurement of the Republic of Kazakhstan" and "Conducting an Expertise Review of Draft Standardization and Metrological Expertise Documents" for the period January–November 2025.
The Institute's management presented detailed reports on the implementation of key objectives to ensure the uniformity of measurements. Following the hearing, the Committee noted the high level of achievement of planned indicators, as well as significant successes in international cooperation.
Key Achievements and Indicators
Achievement of KPIs for International Recognition (Exceeding the Plan): One of the main successes noted by the KTMR was the fulfillment of the key indicator of the MTI RK Development Plan for 2023–2027, concerning internationally recognized measurement capabilities (IRMC). The growth rate of internationally recognized measurement standards in Kazakhstan was recorded at 4.3% compared to the 2023 figure, demonstrating Kazakhstan's strengthening position in the global metrology community. Kazakhstan ranks 45th out of 112 countries participating in the CIPM MRA Agreement on the Mutual Recognition of National Measurement Standards and Calibration and Measurement Certificates.
Strengthening regional leadership: Kazakhstan has achieved significant success within the Interstate Council for Standardization, Metrology and Certification (ISC) of the CIS. Following the 67th ISC meeting, the Republic of Kazakhstan was elected as a co-chair of the Council for 2026–2027, underscoring its growing role and contribution to CIS integration processes.
To meet the needs of domestic industry:
The uninterrupted operation of five standards maintenance centers (Astana and four branches) has been ensured;
2,738 metrological procedures were performed (1,438 calibrations and 1,300 verifications of measuring instruments);
2,270 units of various standard samples (SRMs) were produced, including verification gas mixtures and metal SRMs.
International activity: KazStandard actively participated in international comparisons, including successfully conducting measurements on four topics within COOMET and EURAMET. The Institute also confirmed its participation in three new comparisons for 2025–2026, including its role as coordinator for COOMET pilot comparison 898/KZ/24 "Calibration of Industrial Resistance Thermometers in Thermostats." A cooperation agreement was signed with the Slovak Institute of Metrology. 5. As part of the "Review of Draft Standardization Documents and Metrological Review" activity, KazStandard conducted a metrological review of 13 Lists of Measurements Relevant to State Regulation, 8 draft regulatory legal acts, 1 draft standard for EAEU TR 034, and 11 draft standardization documents developed in accordance with the 2025 Standardization Plan.
The work included:
Analysis of approved lists of measurements for each regulated industry;
Assessment of their compliance with current national needs and international requirements, including OIML, BIPM, and COOMET recommendations;
Comparison of national lists with similar documents from other countries;
Determination of key measured parameters affecting safety and identification of measuring instruments that monitor them;
Comparison of measuring instruments registered in the State Measurement Inspection Register of the Republic of Kazakhstan with those actually used in industries.
The results of the review will form the basis for updating the measurement lists to identify key measuring instruments and improve the regulatory framework.
The meeting discussed current issues related to the need to continually update the reference base and ensure compliance with international requirements. Following the hearing, the KTRM confirmed its interest in further deepening and continuing to strengthen the country's position in the field of metrology and improve the services provided.
