The two-day citywide command and staff exercise "Kys-2025," aimed at practicing civil defense responses to winter emergencies, concluded in Shymkent. Participants demonstrated a high level of preparedness and coordination in responding to accidents and disasters.
During the exercises, special attention was paid to actions in the event of accidents at vital infrastructure facilities—water supply, heating, and power supply systems—as well as the elimination of traffic jams on roads.
On the first day of the exercise, public alerting activities took place. The "Attention everyone!" signal was sounded throughout the city, after which information was disseminated via digital and cable television and radio channels. During the theoretical part, task forces simulated emergency scenarios and developed decision-making proposals.
As part of the practical activities, a scenario was simulated in which intense snowmelt caused river and canal water levels to rise in the Karatau, Yenbekshinsky, and Turansky districts, posing a risk of flooding. Civil defense services evacuated residents, cleared riverbeds of debris, reinforced dams, and ensured the smooth operation of utility and energy systems.
On the second day of the exercise, several simulated emergencies were addressed. For example, at a facility operated by JSC 3-Energoortalyk, a gas pipeline exploded and a fire broke out, causing some boilers to fail. Rescuers evacuated workers, extinguished the fire, and carried out restoration work.
Additionally, another simulated gas pipeline explosion occurred on the A-2 road in the Turansky district, and a transformer failure occurred in the Karatau district, causing temporary gas and electricity outages in neighborhoods. All emergency services quickly organized the evacuation of residents and emergency response operations.
The "Kys-2025" exercise demonstrated the high level of preparedness of city services for winter emergencies. It involved task forces from local executive bodies, units of the Department of Emergency Situations, the Police Department, the Health Department, as well as specialists from OңtүstіkZharyқTranzit LLP, the State Institution "Kazseldenқorғau," and military personnel from military units No. 35748 and No. 6506.
Practical activities were conducted at 11 training sites, with 216 personnel and 41 units of equipment participating in the exercises.
Deputy Head of the Shymkent Department of Emergency Situations, Zh. Dzhabayev, noted that the exercises confirmed the services' ability to quickly respond to any winter emergency, and emphasized the importance of such events for increasing the level of preparedness of all involved agencies.
The exercises became an important stage in preparing city services for potential winter emergencies and demonstrated their readiness to quickly respond and eliminate the consequences of accidents.
