The Department of State Revenue for the Mangystau region informs that in accordance with paragraph 1 of Article 88 of the Tax Code of the Republic of Kazakhstan, persons engaged in certain types of activities (hereinafter referred to as ATS), the list of which is established by this paragraph, are subject to mandatory registration as taxpayers.

According to paragraph 6 of Article 88 of the Tax Code of the Republic of Kazakhstan, the tax authority registers the taxpayer as carrying out certain types of activities within three working days.:

1. from the date of notification submission;
2. from the date of receipt of information from the state electronic register of permits and notifications on the types of activities subject to licensing.

Notifications about the beginning or termination of activities as a taxpayer engaged in ATS are submitted via the website https://www.elicense.kz .

According to Appendix 1 to the Order of the Minister of National Economy of the Republic of Kazakhstan dated January 6, 2015 No. 4 "On approval of notification forms and Rules for receiving notifications by State bodies, as well as on the identification of state bodies receiving notifications", the notification is sent in electronic or paper form.

Previously, the INIS information system of the Republic of Kazakhstan lacked full integration with the system "elicense.kz ". Currently, the ISNA information system has implemented integration with "elicense.kz", which provides automated data exchange between systems. This functionality was introduced in April of this year, including using the address register code.

(For reference: as of September 1, 2024, 3,495 taxpayers were registered under the Department of Fuel and Lubricants, as of September 1, 2025 – 4,816 taxpayers, an increase of 1,321.)

If the registration code of the address (hereinafter referred to as the RKA) is missing in the IP AR directory, the applicant – owner of the property should contact the departments of architecture and urban planning to assign the address code of the property or submit an application to the electronic government portal at the link https://egov.kz/cms/ru/services/buy_sale/passP2203_mps .

In addition, on the e-government portal, the applicant can follow the link https://egov.kz/cms/ru/services/pass668_mir a certificate of clarification (assignment/cancellation) of the real estate address is available.
