Citizen registration procedure at place of residence changes in Kazakhstan

As of November 24 2025, changes to the procedure for citizen registration at their place of residence will come into effect. This service can be requested online through the eGov.kz or the eGov Mobile app.
Users will need a digital signature (DS) and a number associated with their account (MCD) to complete the online registration at the place of residence. The procedure is fully automated and conducted online, which significantly reduces the time required to obtain the service. Users also have the option to access the service online at self-service areas within the Citizen Service Centers.
The service is available to the following categories of citizens:
- citizens of the Republic of Kazakhstan, including property owners;
- guardians or legal representatives of persons over 18 years of age who have been declared legally incapacitated or partially incapacitated by a court;
- parents or legal representatives of children aged 14 to 16.
Children under 14 years of age are not subject to registration at the place of residence. In accordance with Article 16 of the Civil Code of the Republic of Kazakhstan, the place of residence of children under fourteen years of age is considered to be the place of residence of their parents or legal representatives.
The registration of children aged 14 to 16 is carried out by their parents or legal representatives. Guardians of persons over 18 who have been declared legally incapacitated by a court can also register their wards at a new place of residence through the eGov.kz portal.
In addition, the updates also affected citizens living in government rental housing. Now, a tenant of such housing can register at the place of residence the individuals listed in the rental agreement. If the applicant is not included in the list specified in the agreement, the system will automatically reject the application.
If you have any questions related to registration in state rental housing, it is recommended to contact the local executive authority (Housing and Utilities Department) at the location of the housing.
Note: If an applicant submits a registration request for an address they do not own, the system will send an SMS code from the number 1414 to confirm the action. The property owner must confirm their consent to the registration within one hour of receiving the notification.
How to get the service online via the eGov.kz portal:
1. Log in to the eGov.kz portal and go to the section:
2. For Citizenry → Citizenship, migration and immigration → Enumeration and deregistration.
3. Click "Request Online" button.
4. Complete the electronic application and sign it using a digital signature (DS) or a one-time SMS password.
5. You can view the service delivery result in your personal account. A notification regarding the status of application will be posted in the “Service History” section.
How to complete registration via the eGov Mobile app:
1. Log in to the eGov Mobile app and go to the "Public Services" section.
2. Select the service called "Registration at the place of residence of the population of the Republic of Kazakhstan in "Housing and Utilities Services" section.
3. Fill in the required fields and specify the reason for registration.
4. Sign the service using one of the available signing methods.
5. You can check the status of your application in the “Messages” → “Personal Account History” section.
Exception: registration at an address where the owners or co-owners are minor children, as well as persons declared legally incapacitated or partially incapacitated by a court, is carried out offline at Citizen Service Centers.
The shift to an online format is supported by positive statistics. Since the beginning of 2025, approximately 750,000 people have used the online residency registration service in Kazakhstan, which accounts for over 70 percent of the total service requests.
