Experts discussed the development of entrepreneurship and the improvement of regulatory policy in Kazakhstan

An international scientific and practical conference entitled “Message of the Head of State K.K. Tokayev to the people of Kazakhstan dated September 8, 2025, and the 10th anniversary of the Entrepreneurial Code of the Republic of Kazakhstan: ways to improve regulatory policy” was held at NARKOZ University.
During the event, representatives of government agencies, business, the scientific community, and leading experts discussed key areas of entrepreneurship development, improving legislation, and strengthening cooperation between the state and the private sector. They discussed current challenges in the business sphere and practical ways to improve the effectiveness of legal regulation.
In his speech, Constitutional Court judge Roman Podopryhora noted that entrepreneurial activity in the work of the Constitutional Court is viewed through the prism of the supremacy of the Constitution and the protection of citizens' rights. He emphasized that although the Business Code or its individual provisions have not yet been the subject of constitutional proceedings, issues of entrepreneurial activity are reflected in the normative resolutions of the constitutional control body. Examples were given related to criminal liability for the circulation of oil and oil products, the payment of alimony from income from entrepreneurial activity, restrictions on engaging in business when entering public service, as well as a clear distinction between the characteristics of criminal groups and entrepreneurial structures.
Following the conference, a collection of reports reflecting current research and practical recommendations in the field of entrepreneurship and regulatory policy will be prepared and published for participants.
