KGIR-2025: Five major investment projects worth 449.4 billion tenge will be implemented in Shymkent

On November 3, 2025, the Kazakhstan Global Investment Round (KGIR-2025) international forum opened in Astana, Kazakhstan's capital. This year's event is held under the theme: "New Solutions in the Era of Transformation: Kazakhstan as a Center for Sustainable Economic Development." The forum brought together over 700 participants from over 40 countries. Among them were high-ranking government officials, heads of multinational corporations, major investors, experts, and delegations from international organizations and business associations.
The forum's main goal is to present Kazakhstan's investment potential, discuss global economic trends, expand international partnerships, and identify areas for attracting sustainable investment. Plenary sessions will address issues of digital transformation, the green economy, the redistribution of international capital, and infrastructure modernization.
Shymkent, Kazakhstan's third-largest city, is also actively participating in the forum. The city's delegation presented promising projects aimed at developing industry, logistics, agriculture, and the environment to industry investors. Agreements for the implementation of five major investment projects worth 449.4 billion tenge were signed during the roundtable discussion.
These projects will make a significant contribution to the city's socioeconomic development, creating new jobs, increasing export potential, and introducing modern technologies. Detailed information on each project is provided below.
1. Construction of a modern greenhouse complex
Project cost: 68 billion tenge
Participants: Ministry of Agriculture of the Republic of Kazakhstan, Akimat of Shymkent, FabeAgro LLP
The project aims to ensure year-round production of fruit and vegetable products using high-tech systems. The products will be supplied to both the domestic and export markets. The project will create over 600 new jobs, strengthen the region's food security, and develop the agricultural sector through innovation.
2. Production of electricity by burning municipal solid waste
Project cost: 55 billion tenge
Participants: Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, Akimat of Shymkent, Shaanxi Construction Kazakhstan Co., Ltd.
The project is environmentally oriented and involves the comprehensive recycling of waste and energy recovery. The introduction of modern technology will increase the share of green energy, reduce the amount of waste in landfills, and improve the city's environmental situation.
3. Creation of a production and logistics park
Project cost: 120 billion tenge
Participants: Shymkent City Administration and foreign investors
Shymkent is a key logistics hub in Central Asia, located at the intersection of international transport routes. The new park will significantly increase cargo flows, create new distribution centers, and ensure more efficient interaction with neighboring markets. The project will also support the development of the processing industry.
4. Construction of a plant for the production of medical equipment
Project cost: 98 billion tenge
Participants: Ministry of Health of the Republic of Kazakhstan, domestic and foreign partners
The project aims to substitute imports of medical products and reduce dependence on foreign suppliers. The plant will manufacture diagnostic devices, medical supplies, and consumables. It is expected to create up to 1,000 permanent jobs. The introduction of modern production will improve the sustainability of the national healthcare system.
5. Production of environmentally friendly building materials
Project cost: 108.4 billion tenge
Participants: leading companies in the construction sector
The company will produce building materials according to "green" standards—with minimal environmental impact. The project will support Shymkent's rapidly growing construction sector and provide the market with high-quality domestically produced products.
The implementation of these projects will allow:
• create 4-5 thousand jobs , including highly skilled ones
• significantly increase the share of exports among manufactured products
• attract modern technologies and investments to the city’s economy
• increase tax revenues to the local budget
• improve the environmental situation through “green” solutions
• strengthen Shymkent’s status as an industrial and logistics hub of the country
International experts noted that the metropolis boasts favorable geography, abundant human resources, and rapid growth. The city has created a favorable investment climate, is implementing digital business support mechanisms, and is actively developing an industrial and innovative infrastructure.
Participation in KGIR-2025 confirms Shymkent's openness to global business and its aspiration to become a center of economic growth not only in Kazakhstan but throughout the entire Central Asian region.
